Abstract

Kota Surabaya sebagai salah satu pusat urbanisasi dan aktivitas ekonomi di Indonesia mengalami pertumbuhan yang pesat, peningkatan jumlah penduduk dapat mendorong pengembangan dan perluasan toko di kawasan pertokoan untuk menyesuaikan diri dengan tingginya permintaan konsumen. Jaringan transportasi merupakan salah satu dampak dari pertumbuhan kota yang pesat meningkatkan mobilitas dan transportasi yang berdampak pada volume kendaraan kinerja lalu lintas. Peningkatan lalu lintas dipengaruhi oleh penggunaan kendaraan pribadi untuk memenuhi kebutuhan manusia sehari-hari. Besarnya peningkatan kendaraan pribadi yang tidak diimbangi dengan peningkatan luas jalan akan mengakibatkan penumpukan kendaraan sehingga sebagian badan jalan dialihfungsikan sebagai ruang parkir. Parkir tepi jalan yang biasa disebut dengan on-street parking merupakan lahan parkir yang berada di salah satu atau kedua sisi jalan.
Beberapa cara parkir dapat berkontribusi terhadap pendapatan asli daerah (PAD) melibatkan pengenakan pajak, retribusi parkir, atau pendapatan lainnya. Target PAD retribusi parkir tidak terealisasi terutama karena sistem pembayaran parkir yang tak transparan. Studi yang pernah dilakukan Kartika et al. (2020) mempunyai hasil berupa prediksi pendapatan parkir dengan menggunakan model volume dan persentase durasi parkir Pada model volume parkir, seluruh variabel bebas yang digunakan merupakan karakteristik parkir.
Oleh karena itu, dilakukan studi Pemodelan Volume Kendaraan Parkir Tepi Jalan Berbasis Satuan Ruang Parkir (SRP) pada Kawasan Pertokoan Kota Surabaya dengan metode asumsi klasik regresi linear. Dengan melakukan pemodelan dengan metode regresi linear berganda menggunakan bantuan software SPSS v25, hasil analisis model volume kendaraan parkir tepi jalan pada kawasan pertokoan di kota Surabaya didapatkan YA1 = 5,233X11 + 1,333 untuk mobil weekday, YA2 = 2,095X12 – 16,143 untuk motor weekday, YB1 = 3,667X11 + 1,667 untuk mobil weekend, dan YB2 = 2,214X12 – 34,571 untuk motor weekend, dengan Y adalah volume kendaraan parkir selama satu hari jam operasional pertokoan, dan X1 adalah SRP yang tersedia. Indeks “A” adalah untuk weekday dan “B” untuk weekend, sedangkan indeks “1” adalah untuk jenis kendaraan mobil dan “2” untuk jenis kendaraan motor. Model untuk kendaraan motor memiliki nilai minimum X12 ≥ 16, karena memiliki konstanta negatif.

Surabaya, as one of the centers of urbanization and economic activities in Indonesia, is experiencing rapid growth. The increase in population can drive the development and expansion of stores in the bussiness area to adapt to the high consumer demand. The transportation network is one of the impacts of rapid city growth, increasing mobility and transportation, which affects traffic volume. The increase in traffic is influenced by the use of private vehicles to meet daily human needs. The significant increase in private vehicles, not accompanied by an increase in road width, will result in vehicle congestion, leading to the conversion of some road sections into parking spaces. On-street parking, commonly known as roadside parking, is a parking area located on one or both sides of the road.
Several parking methods can contribute to local revenue (PAD) by involving the imposition of taxes, parking fees, or other income sources. One of the parking issues in Surabaya is the leakage of parking revenue from parking fees. The local revenue targets are not achieved, mainly due to the non-transparent parking payment system. A study conducted by Kartika et al. (2020) resulted in predicting parking revenue using a volume model and parking duration percentage. In the volume parking model, all independent variables used are parking characteristics.
Therefore, a study was conducted on Modeling Roadside Parking Volume Based on Parking Space Units (SRP) in the Shopping Area of Surabaya City using the classical assumption method of linear regression. By conducting modeling using multiple linear regression methods with the help of SPSS v25 software, the analysis results of the on-street parking vehicle volume model in the shopping area of Surabaya City were obtained as follows: YA1 = 5.233X11 + 1.333 for cars on weekdays, YA2 = 2.095X12 - 16.143 for motorcycles on weekdays, YB1 = 3.667X11 + 1.667 for cars on weekends, and YB2 = 2,214X12 – 34,571 for motorcycles on weekends, where Y is the vehicle volume parking for one day during shopping area operational hours, and X1 is the available SRP. The index "A" denotes weekdays, and "B" denotes weekends, while index "1" denotes cars and "2" denotes motorcycles. The model for motorcycles has a minimum value of X12 ≥ 16, due to the presence of a negative constant.
