Abstract
Tata kelola Teknologi Informasi (TI) merupakan bagian dari tata kelola perusahaan yang berfokus pada teknologi informasi. Penerapan tata kelola teknologi informasi dapat menggunakan beberapa tools, salah satunya adalah COBIT 2019 framework. Perusahaan Jasa Utilitas merupakan cucu usaha dari BUMN telah memanfaatkan TI dalam proses bisnisnya. Implementasi tata kelola teknologi informasi (TI) dan manajemen risiko TI pada perusahaan saat ini belum dikelola secara maksimal.
Pemilihan domain COBIT dilakukan dengan dua cara yaitu dengan faktor desain COBIT 2019 (domain terpilih EDM03, APO07) dan penentuan domain untuk manajemen risiko TI (EDM03, APO12). Evaluasi domain akan dilakukan untuk domain EDM03, APO07 dan APO12 yang bertujuan untuk mengidentifikasi nilai tingkat kapabilitas dan maturitas Perusahaan Jasa Utilitas dalam mengelola tata kelola teknologi informasi dan manajemen risiko teknologi informasi dalam pemenuhan Permen BUMN Nomor Per-03/MBU/02/2018.
Hasil evaluasi dengan tingkat kapabilitas untuk EDM03 di level 3, APO07 di level 4, APO12 di level 3 dimana menghasilkan 15 rekomendasi perbaikan pada domain aktifitas untuk seluruh domain. Untuk hasil tingkat maturitas tata kelola TI perusahaan pada level 3 yaitu terstandarisasi (defined) berarti standar organisasi menyediakan panduan di seluruh organisasi. Berdasarkan nilai tersebut Tingkat maturitas perusahaan telah sesuai dengan Permen BUMN Nomor Per-03/MBU/02/2018. Untuk hasil penelitian pada manajemen risiko TI berupa rekomendasi implementasi dan penilaian risk assessment berupa risk potential dan risk treatment, sehingga implementasi dan penilaian risk assessment yang mengacu pada COBIT for risk dapat diterapkan. Perencanaan tata kelola teknologi informasi dan manajemen risko teknologi informasi pada Perusahaan Jasa Utilitas dengan menggunakan COBIT 2019 Framework memberikan suatu pedoman baru dan dapat diterapkan yaitu pada tahap pemilihan domain dan risk assessment. Selain itu dalam perancangan tata kelola teknologi informasi akan lebih baik jika pemilihan domain dengan menggunakan toolkit COBIT 2019.

Information Technology (IT) governance is part of corporate governance that focuses on information technology. The implementation of information technology governance can use several tools, one of which is the COBIT 2019 framework. The Utility Services Company is a subsidiary of a state-owned enterprise that has utilized IT in its business processes. The implementation of information technology (IT) governance and IT risk management in the company is currently not maximally managed.
The selection of COBIT domains is carried out in two ways, namely by Factor Design COBIT 2019 (selected domain EDM03, APO07) and determining the domain for IT risk management (EDM03, APO12). Domain evaluation will be carried out for domains EDM03, APO07 and APO12 which aims to identify the value of the capability and maturity level of Utility Services Companies in managing information technology governance and information technology risk management in fulfilling BUMN Regulation Number Per-03 / MBU / 02/2018.
The evaluation results with the capability level for EDM03 at level 3, APO07 at level 4, APO12 at level 3 which resulted in 15 recommendations for improvement in the activity domain for all domains. For the results of the maturity level of corporate IT governance at level 3, namely standardized (defined), it means that organizational standards provide guidance throughout the organization. Based on this value, the company's maturity level is in accordance with Permen BUMN Number Per-03 / MBU / 02/2018. For the results of research on IT risk management in the form of recommendations for the implementation and assessment of risk assessment in the form of risk potential and risk treatment, so that the implementation and assessment of risk assessment that refers to COBIT for risk can be applied. Information technology governance planning and information technology risk management at Utility Service Companies using the COBIT 2019 Framework provides new guidelines and can be applied, namely at the domain selection and risk assessment stages. In addition, in designing information technology governance, it would be better if the domain selection used the COBIT 2019 toolkit.
