Abstract

Pembangunan ekonomi memiliki tujuan meningkatkan dan menyetarakan taraf hidup masyarakat di berbagai daerah, yang dapat dicapai melalui peran aktif pemerintah dan masyarakat yang saling membantu dalam pencapaian pembangunan ekonomi yang ditargetkan. Provinsi Jawa Timur merupakan penyumbang perekonomian terbesar kedua di Pulau Jawa pada triwulan 1 2023 belum cukup menjadi jaminan bahwa kesejahteraan masyarakat akan meningkat secara merata. Ketimpangan distribusi pendapatan di suatu daerah diukur menggunakan Rasio Gini yang dipengaruhi oleh faktor-faktor sosial ekonomi di kabupaten/kota tersebut dan memiliki keterkaitan dengan Rasio Gini di kabupaten/kota lain. Penelitian bertujuan mengidentifikasi karakteristik Rasio Gini dan mendapatkan model terbaik untuk mengetahui faktor-faktor yang berpengaruh signifikan terhadap Rasio Gini sangat penting untuk mewujudkan pembangunan ekonomi yang ditargetkan. Penelitian dilakukan dengan memasukan aspek spasial dan waktu menggunakan model Spatial Autoregressive Model (SAR) Panel, Spatial Error Model (SEM) Panel, dan Spatial Durbin Model (SDM) Panel. Model terbaik yang didapat adalah Spatial Durbin Random Effects dengan matriks pembobot spasial queen contiguity. Variabel independen yang berpengaruh signifikan terhadap Rasio Gini adalah Tingkat Pengangguran Terbuka (TPT) dan Jumlah Penduduk yang Bekerja di Bidang Jasa. Variabel independen kabupaten/kota tetangga yang berpengaruh signifikan adalah Persentase Penduduk Miskin, Jumlah Penduduk yang Bekerja di Bidang Pertanian, dan Jumlah Penduduk yang Bekerja di Bidang Jasa dengan R-squared sebesar 61%.

Economic development has the aim of improving and equalising the standard of living of people in various regions, which can be achieved through the active role of government and society that help each other in achieving targeted economic development. East Java Province is the second largest contributor to the economy in Java Island in the first quarter of 2023 is not enough to guarantee that people's welfare will increase evenly. Income distribution inequality in a region is measured using the Gini Ratio, which is influenced by socioeconomic factors in the district/city and has a relationship with the Gini Ratio in other districts/cities. Research aimed at identifying the characteristics of the Gini Ratio and obtaining the best model to determine the factors that have a significant effect on the Gini Ratio is very important to realise targeted economic development. The research was conducted by including spatial and time aspects using the Spatial Autoregressive Model (SAR) Panel, Spatial Error Model (SEM) Panel, and Spatial Durbin Model (SDM) Panel. The best model obtained is Spatial Durbin Random Effects with queen contiguity spatial weighting matrix. The independent variables that have a significant effect on the Gini Ratio are the Open Unemployment Rate (TPT) and the Number of People Working in Services. The independent variables of neighbouring districts that have a significant effect are the Percentage of Poor Population, the Number of People Working in Agriculture, and the Number of People Working in Services with an R-squared of 63.61%.
