Abstract
Penelitian tesis berjudul "Optimalisasi Regulasi PLTS Atap untuk Mendukung Transisi Energi: Studi Kasus terhadap Kendala dan Solusi" bertujuan untuk menganalisis dan mengoptimalkan regulasi tenaga surya atap di Indonesia secara komprehensif. Sistem fotovoltaik tenaga surya atap menjadi solusi efektif bagi Indonesia dalam mencapai target bauran energi sebesar 23% pada tahun 2025. Namun, potensi ini terbatas oleh kompleksitas regulasi yang melibatkan berbagai faktor.
Penelitian ini mendalami kendala yang dihadapi oleh sektor ini dan mengeksplorasi solusi untuk mengatasi tantangan saat ini. Penelitian ini memanfaatkan berbagai sumber data, seperti artikel dan jurnal penelitian tentang energi dan kebijakan energi, dokumen terkait regulasi tenaga surya atap di Indonesia dan negara lain. Serta wawancara terhadap pemangku kepentingan berdasarkan hasil analisis stakeholder mapping. Klasifikasi masalah regulasi di Indonesia dan perbandingannya dengan negara lain akan dilakukan dengan metode analisis SWOT dan gap analysis.
Sementara itu, hasil pengolahan data akan menghasilkan solusi alternatif rekomendasi kebijakan. Perumusan rekomendasi juga perlu meninjau asas-asas pembentukan peraturan perundang-undangan yang tertulis dalam UU RI No. 12/2011. Penelitian ini dilanjutkan dengan metode Multi Criteria Decision Making (MCDM), yaitu Analytical Hierarchy Process (AHP) dan Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) untuk memproses solusi alternatif yang telah diformulasikan. Hasil penelitian menunjukkan bahwa terdapat beberapa kebijakan yang dapat menjadi alternatif solusi optimal, diantaranya yaitu kebijakan untuk percepatan teknologi smart grid dengan nilai 1,06; pemberian insentif PLTS atap dengan nilai 0,95; dan pemberlakuan mekanisme carbon credit dengan nilai 0,80.
Dampak potensial dari perubahan regulasi yang diusulkan adalah peningkatan jumlah pelanggan PLTS atap yang diproyeksikan mencapai 109.514 pelanggan pada tahun 2026. Sementara pada skenario optimis, jumlahnya mencapai 124.000. Dan pada skenario pesimis mencapai 96.050 pada tahun 2026.

This thesis research titled "Optimization of Rooftop Solar PV Regulation to Support Energy Transition: Case Study on Constraints and Solutions" aims to comprehensively analyze and optimize rooftop solar PV regulations in Indonesia. Rooftop solar photovoltaic (PV) systems are an effective solution for Indonesia to achieve its 23% energy mix target by 2025. However, this potential is limited by the complexity of regulations involving various factors.
This research delves into the constraints faced by this sector and explores solutions to address current challenges. Various data sources are utilized in this research, including articles and research journals on energy and energy policy, documents related to rooftop solar PV regulations in Indonesia and other countries, as well as interviews with stakeholders based on stakeholder mapping analysis. The classification of regulatory issues in Indonesia and its comparison with other countries will be conducted using SWOT analysis and gap analysis methods.
Meanwhile, the processed data will be formulated into alternative solutions presented in the form of policy recommendations. The formulation of recommendations also needs to review the principles of regulation formation as written in Indonesian Law No. 12/2011. This study continues with one of the Multi Criteria Decision Making (MCDM), namely Analytical Hierarchy Process (AHP) and Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) to process the formulated alternative solutions. The results of the study show that there are several policies that can be an optimum alternative solutions, including policies for accelerating smart grid technology with a value of 1.06, providing incentives for rooftop solar PV with value of 0.95, and implementation of carbon credit with a value of 0.80. The potential impact of the proposed regulatory changes is an increase in the number of rooftop solar power customers projected to reach 109,514 customers in 2026. While in the optimistic scenario, the number reaches 124,000. And in the pessimistic scenario it reaches 96,050 in 2026
