Abstract

Isu transisi energi sedang digencarkan seiring hasil dari Konferensi Tingkat Tinggi (KTT) ke-22 oleh kelompok G-20. Penggunaan bahan bakar LNG menjadi salah satu solusi dalam menghadapi isu transisi energi terkhusus di Indonesia selaku ketua KTT G20 ke-22. Bahan bakar LNG dianggap memiliki banyak keunggulan dan lebih ramah lingkungan. Pemenuhan bahan bakar LNG sering dilakukan oleh kapal tanker yang dilengkapi dengan tangki kriogenik. Namun kendala muncul ketika kapal beroperasi di perairan Wilayah Indonesia Timur yang memiliki gelombang yang tinggi dan perairan dangkal, di mana kapal akan mengalami bermacam risiko yang fatal jika tidak dikendalikan. Risk based design (RBD) sebuah metode yang cocok untuk desain small LNG carrier karena metode tersebut yang terstruktur dan sistematik untuk menjamin tingkat keselamatan dan keefektifan biaya dengan menggunakan analisis risiko dan penilaian biaya-keuntungan. Melalui metode RBD diperoleh lima tujuan keselamatan desain beserta dengan fungsi kritisnya yang relevan dengan risiko di gelombang tinggi dan perairan dangkal. Hasil analisis menunjukan, kegagalan sistem pemadam dan kebocoran LNG merupakan risiko dengan level risiko tertinggi di zona matriks C5.Mitigasi risiko secara desain yang dapat diaplikasikan yaitu desain lambung sesuai standar dan regulasi dan desain lambung sesuai kondisi laut. Hasil analisis teknis menunjukan, desain lambung kapal yang cocok merupakan desain lambung katamaran dengan ukuran panjang keseluruhan 45 m; lebar 16 m; tinggi 7 m dan sarat 3,7 m.

The issue of energy transition is being promoted following the outcomes of the 22nd G-20 Summit. The use of LNG fuel is considered a key solution in addressing energy transition challenges, particularly for Indonesia, the chair of the 22nd G-20 Summit. LNG fuel is recognized for its numerous advantages and environmental benefits. LNG fueling is often conducted by tankers equipped with cryogenic tanks. However, challenges arise when ships operate in the waters of Eastern Indonesia, characterized by high waves and shallow depths, posing significant risks if not properly managed. Risk-Based Design (RBD) is a suitable method for designing small LNG carriers because it is structured and systematic, ensuring safety and cost-effectiveness through risk analysis and cost-benefit assessment. Through RBD, five safety objectives are identified along with their critical functions relevant to risks in high waves and shallow waters. The analysis indicates that Fire suppression system failure and The LNG leak are the highest-risk scenario in area C5. The analysis results indicate that fire suppression system failure and LNG leakage represent the highest level of risk in the C5 matrix zone. Risk mitigation through design that can be applied includes hull design according to standards and regulations, and hull design according to sea state conditions. Technical analysis suggests that a suitable hull design for these conditions is a catamaran hull, measuring 45 meters in length, 16 meters in width, with a height of 7 meters and a draft of 3.7 meters.
