Abstract

Pengeboran migas lepas pantai didukung oleh fasilitas produksi seperti sumur produksi, saluran produksi, unit pengolahan, dan peralatan lain. Fasilitas ini terus beroperasi hingga nilai ekonomis kegiatan pengeboran lebih rendah dibandingkan nilai migas yang dihasilkan. Pada fase ini, perusahaan memasuki tahapan decommissioning/in-situ abandonment dimana mereka akan membongkar fasilitas produksinya untuk digunakan di tempat lain atau sekerdar meninggalkannya di laut.

Sesuai dengan regulasi dan untuk memastikan keamanan kegiatan decommissioning/in-situ abandonment, diperlukan kajian risiko kelautan dimana salah satu komponennya adalah kajian risiko ekologi. Kajian ini dapat memperkirakan pengaruh decommissioning/in-situ abandonment terhadap ekosistem-ekosistem penting di wilayah laut seperti mangrove, terumbu karang, lamun, dan fauna penting. Kajian risiko ekologi menggunakan panduan Environmental Protection Agency (EPA) dengan modifikasi. Kajian risiko ekologi dimulai dengan mengidentifikasi sumber bahaya, mengkaji ekosistem penerima dampak, dan menghitung nilai risikonya.

Hasil kajian menunjukkan bahwa ada 5 fasilitas yang berpotensi menjadi sumber bahaya, tiga ekosistem dan beberapa fauna penting penerima dampak. Hasil kajian risiko dari analisa overlay dan perhitungan indeks pencemaran menunjukkan bahwa secara umum risiko ekologi kegiatan decommissioning/in-situ abandonment adalah rendah. Akan tetapi, ada beberapa bahan kimia B3 yang belum diketahui karakter ekotoksikologinya sehingga perlu kajian lanjutan untuk memastikan dampaknya terhadap ekosistem.=========================================================== Offshore oil and gas extraction is facilitated by production infrastructure, including production wells, pipelines, processing units, and ancillary equipment. These facilities remain operational until the economic value of the drilling activities falls below the value of the hydrocarbons produced. At this juncture, the company transitions into the decommissioning/in-situ abandonment phase, during which they will either dismantle the production facilities for reuse elsewhere or leave them in situ within the marine environment.

In accordance with regulations and to ensure the safety of decommissioning/in-situ abandonment, a marine risk assessment is required, with one of its components being an ecological risk assessment. This assessment estimates the impact of decommissioning/in-situ abandonment on critical marine ecosystems such as mangroves, coral reefs, seagrass, and highly valued fauna. The ecological risk assessment followed and modified the guidelines of ecological risk study from Environmental Protection Agency (EPA). The process started with hazards sources identification, listed ecosystems affected, and calculated the risk level.

The study indicates that there were five facilities with the potential to be sources of hazards, three ecosystems, and several important marine fauna that could be affected. The risk assessment, based on overlay analysis and pollution index calculations, showed that, in general, the ecological risks associated with decommissioning/in-situ abandonment activities are low. However, there were several hazardous chemicals (B3) whose ecotoxicological characteristics are not yet known, necessitating further studies to ascertain their impact on the ecosystems.
