Abstract

Adanya indikasi terjadinya pelanggaran Perda Kabupaten Jombang Nomor 21 Tahun 2012 tentang Perlindungan Pedagang Kaki Lima seperti maraknya pedagang angkringan liar,
cafe tak berizin, parkir liar serta menjamurnya keberadaan PKL di badan jalan dan trotoar sepanjang jalur T Monumen Ringin Contong diikuti sejumlah temuan terkait penyakit sosial, penyalahgunaan narkoba dan minuman keras serta pungutan liar terhadap sesama PKL yang menyewakan lahannya (bukan lahan pribadi) kepada PKL lain merupakan salah satu bentuk penurunan kualitas ruang publik. Kabupaten Jombang menjadi salah satu daerah yang berkepentingan dalam penataan PKL sebagai bagian dari arah perencanaan pembangunan daerah sesuai dengan target Rencana Pembangunan Jangka Panjang Daerah (RPJPD) Kabupaten Jombang tahun 2005-2025 salah satunya yaitu meningkatkan kualitas ruang publik dalam memperkuat hasil pembangunan berbasis kesesuaian tata ruang. Oleh karena itu berkaitan dengan masalah dan kepentingan di atas diperlukan rumusan arahan penataan PKL pada koridor Jalan Ahmad Yani dan Jalan Gus Dur Kabupaten Jombang. Untuk mencapai tujuan penelitian, maka penelitian ini berfokus pada tiga sasaran utama. Pertama, menentukan variabel
berpengaruh dalam penataan PKL yang dihasilkan dari analisis Delphi, kemudian menilai tingkat kinerja dan tingkat kepentingan dalam penataan PKL dengan Importance Performance
Analysis (IPA), dan merumuskan arahan penataan PKL dengan analisis deskriptif. Hasil analisis menunjukkan bawa pada sasaran pertama, dari dua puluh satu variabel yang diajukan dalam kuesioner Delphi, tiga variabel yang tersedia yaitu pemasaran, legalitas usaha, dan status lapak ditolak dan terdapat tiga variabel baru yang ditambahkan yaitu regulasi, kelembagaan pemerintah, dan pembinaan PKL. Kemudian hasil dari sasaran pertama digunakan sebagai input sasaran kedua dan dihasilkan empat kuadran Importance Performance Analysis (IPA) yaitu Kuadran I (Concentrate Here), terdiri dari variabel A1 (lokasi berdagang), B2 (waktu berdagang), dan C1 (akses modal); Kuadran II (Keep Up the Good Work), terdiri dari variabel A2 (jenis dagangan), A3 (jenis sarana dagang), A5 (fasilitas penunjang), C3 (kenyamanan), dan D1 (keamanan); Kuadran III (Low Priority), terdiri dari variabel C2 (organisasi PKL), D3 (regulasi), E1 (kelembagaan pemerintah), dan E2 (pembinaan PKL), dan Kuadran IV (Possible Overkill), terdiri dari variabel A4 (ukuran lapak), B1 (sifat pelayanan), dan D2 (retribusi). Dari
hasil sasaran kedua, diambil variabel pada kuadran I, identifikasi karakteristik PKL berdasarkan jenis dagangan, kondisi eksisting, tinjauan teori dan kebijakan, serta best practice sehingga didapatkan rumusan arahan penataan PKL. Rumusan arahan penataan PKL di koridor Jalan Ahmad Yani dan Jalan Gus Dur Kabupaten Jombang antara lain: melakukan relokasi PKL dengan jenis dagangan makanan/minuman berat dan buah dengan pengaturan waktu berdagang pada pagi-malam hari; melakukan penataan PKL dengan jenis barang dagangan makanan/minuman ringan, bahan makanan mentah, jasa, barang non konsumsi, dan angkringan pada trotoar yang diperlebar di sisi utara jalan dengan pengaturan waktu berdagang pada pagi
sore hari atau sore-malam hari; dan memberikan bantuan permodalan melalui skema menabung/arisan seperti yang sudah dilakukan oleh anggota Serikat Pedagang Kaki Lima (SPEKAL) Kabupaten Jombang atau skema koperasi di bawah naungan SPEKAL dengan pendaftaran Tanda Daftar Usaha (TDU) dan diprioritaskan bagi PKL yang memiliki KTP Kabupaten Jombang.

There are indications of violations of Jombang District Regulation No. 21/2012 on the Protection of Street Vendors such as the proliferation of illegal angkringan traders, unlicensed cafes, illegal parking, and the proliferation of street vendors on the roads and sidewalks along the Ringin Contong Monument route followed by several findings related to social diseases, drug and alcohol abuse and illegal levies on fellow street vendors who rent out their land (not
private land) to other street vendors is one form of decline in the quality of public space. Jombang Regency is one of the regions with an interest in the arrangement of street vendors as part of the direction of regional development planning by the targets of the Regional LongTerm Development Plan (RPJPD) of Jombang Regency for 2005M2025, one of which is to improve the quality of public space in strengthening development results based on spatial suitability. Therefore, regarding the above problems and interests, it is necessary to formulate directions for the arrangement of street vendors on the Ahmad Yani and Gus Dur Street corridors
in Jombang Regency. To achieve the research objectives, this study focuses on three main targets. First, determining influential variables in the arrangement of street vendors resulting from Delphi analysis, then assessing the level of importance and performance in the arrangement of street vendors with Importance Performance Analysis (IPA), and formulating directions for the arrangement of street vendors with descriptive analysis of data sources. The results of the analysis showed that in the first target, out of twenty-one variables proposed in the Delphi questionnaire, three available variables namely marketing, legality of business, and stall status were rejected and three new variables were added namely regulation, government institutions, and development of street vendors. Then the results of the first target were used as input for the second target and resulted in four Importance Performance Analysis (IPA) quadrants, namely Quadrant I (Concentrate Here), consisting of variables A1 (trading location), B2 (trading time), and C1 (access to funding); Quadrant II (Keep Up the Good Work),
consisting of variables A2 (type of commodity), A3 (type of trade facilities), A5 (supporting facilities), C3 (convenience), and D1 (safety); Quadrant III (Low Priority), consisting of variables C2 (street vendor organization), D3 (regulation), E1 (government institution), and E2 (street vendor development), and Quadrant IV (Possible Overkill), consisting of variables A4 (stall size), B1 (services), and D2 (retribution). From the results of the second objective,
variables in quadrant I are taken, identifying the characteristics of street vendors based on the type of commodities, existing conditions, theoretical and policy reviews, and best practices to obtain the formulation of directions for structuring street vendors. The formulation of directions for arranging street vendors in the Ahmad Yani and Gus Dur Street corridors in Jombang Regency includes: relocating street vendors with heavy food/beverage and fruit products with trading hours in the morning-evening;arranging street vendors with light food/beverage, raw food ingredients, services, non-consumable goods, and angkringan on the widened sidewalk on the north side of the road with trading hours in the morning-afternoon or evening-evening; and providing capital assistance through savings/inheritance schemes as already done by members of the Serikat Pedagang Kaki Lima Jombang (SPEKAL) or cooperative schemes under
SPEKAL with the registration of a Business Registration Certificate and prioritized for street vendors who have Jombang District ID cards.
