Abstract
Indonesia merupakan salah satu negara produsen dan konsumen produk alas kaki terbesar di dunia, yang mana saat ini lead firm skala kecil dan menengah yang mulai tumbuh guna menjawab kebutuhan dan perkembangan pasar yang ada. Lead firm (brand marketer) dengan kegiatan usaha meliputi R&D, designing, marketing, dan branding bekerjasama dengan Industri Kecil Menengah (IKM) Alas Kaki (first tier of supplier) yang mana lebih terjangkau khususnya terkait ketentuan Minimum Order Quantity (MOQ). Dalam pelaksanaannya, kerjasama antar pihak sering kali menghadapi kendala sehingga kerjasama yang terjalin tidak berkelanjutan. Tujuan penelitian ini adalah untuk mengetahui faktor utama dalam keberhasilan kerjasama antara lead firm dan first tier supplier alas kaki skala kecil-menengah serta program kemitraan yang dapat diusulkan untuk diterapkan pada Balai Pengembangan Industri Persepatuan Indonesia (BPIPI) sebagai membina industri. Penelitian ini menggunakan pendekatan kualitiatif dengan metode design thinking sehingga dapat lebih dalam memahami target pengguna serta mendapatkan solusi yang inovatif. Hasil penelitian ini adalah ditemukannya beberapa alternatif solusi intervensi dari berbagai pihak untuk mendukung kegiatan kerja sama antar dua pihak serta usulan proses bisnis program kemitraan yang terintegrasi dengan program BPIPI lainnya.

Indonesia is one of the largest producers and consumers of footwear products in the world, which is currently lead firm small and medium scale that are starting to grow to respond to existing market needs and developments. Lead firm (brand marketer) with activities including R&D, design, marketing and branding in collaboration with Small and Medium Industries (SME) Footwear (first tier of suppliers) which is more affordable, especially regarding Minimum Order Quantity (MOQ) provisions. In its implementation, cooperation between parties often faces obstacles so that the existing cooperation is not sustainable. The aim of this research is to determine the main factors in the success of collaboration between lead firms and first tier of suppliers as well as partnership programs that can be proposed to be implemented at the Balai Pengembangan Industri Persepatuan Indonesia (BPIPI) to foster the industry. This research uses a qualitative approach with the design thought method so that it can better understand the target users and obtain innovative solutions. The results of this research were that several alternative intervention solutions were found from various stakeholder to support collaborative activities between the two parties as well as proposed partnership program business processes at BPIPI.
