Abstract

Penelitian ini mengeksplorasi tantangan pengelolaan sumber daya air di Sungai Citanduy, Jawa Barat, dengan fokus pada pembangunan Bendungan Leuwikeris. Mengacu pada Undang-Undang RI No 17 tahun 2019 dan No 7 tahun 2004, air merupakan kebutuhan dasar dan sumber daya produksi yang krusial. Sungai Citanduy, selain bermanfaat untuk penyediaan air, juga menyebabkan banjir di hulu dan gagal panen di hilir. Untuk mengatasi tantangan ini, Kementerian Pekerjaan Umum merencanakan pembangunan Bendungan Leuwikeris. Dalam penelitian ini, dilakukan perhitungan dan analisis terhadap Bangunan Intake Tower untuk menentukan kebutuhan air irigasi, air baku, serta kehilangan energi. Hasil menunjukkan kebutuhan air irigasi mencapai 233,900 m3/detik, dengan kebutuhan tertinggi pada bulan Maret sebesar 18,94 m3/detik. Kebutuhan air baku untuk Kabupaten Tasikmalaya, Kabupaten Ciamis, dan Kota Banjar pada tahun 2047 diproyeksikan sebesar 298,09 liter per detik, dengan total kebutuhan air mencapai 2.499 liter per detik setelah memperhitungkan kebutuhan non-domestik dan kehilangan air. Kehilangan energi pada bangunan intake dihitung sebesar 3,037 meter berdasarkan beberapa faktor. Dua desain bangunan intake dianalisis dan dibandingkan, dengan masing-masing diameter pipa 3 meter dan pintu intake 3,2 x 3,1 meter. Desain pertama memiliki pondasi 13 x 20 x 4 meter dan tebal dinding beton 700 mm, sedangkan desain kedua memiliki tebal dinding 700 mm di pinggir dan 750 mm di tengah. Tulangan yang dibutuhkan juga ditentukan untuk kedua desain. Hasil analisis menggunakan software ETABS menunjukkan efisiensi dan keandalan masing-masing desain dalam memenuhi kebutuhan air dan menahan beban, serta memastikan kedua desain memenuhi kriteria keselamatan dan kinerja yang ditetapkan.

This research explores the challenges of water resource management in the Citanduy River, West Java, with a focus on the construction of the Leuwikeris Dam. Referring to Republic of Indonesia Law No. 17 of 2019 and No. 7 of 2004, water is a basic need and a crucial production resource. The Citanduy River, apart from being useful for providing water, also causes flooding upstream and crop failure downstream. To overcome this challenge, the Ministry of Public Works is planning the construction of the Leuwikeris Dam. In this research, calculations and analysis were carried out on the Intake Tower Building to determine the need for irrigation water, raw water and energy losses. The results show that the need for irrigation water reached 233,900 m3 per second, with the highest need in March at 18,94 m3 per second. The raw water requirement for Tasikmalaya Regency, Ciamis Regency and Banjar City in 2047 is projected to be 298.09 liters per second, with a total water requirement reaching 2,499 liters per second after taking into account non-domestic needs and water loss. Energy loss in the intake building is calculated at 9,553 meters based on several factors. Two intake building designs were analyzed and compared, with each pipe diameter of 3 meters and intake door of 3.2 x 3.1 meters. The first design has a foundation of 13 x 20 x 4 meters and a concrete wall thickness of 700 mm, while the second design has a wall thickness of 700 mm at the edges and 750 mm in the middle. Required reinforcement is also determined for both designs. The results of the analysis using ETABS software show the efficiency and reliability of each design in meeting water needs and supporting loads, as well as ensuring that both designs meet the specified safety and performance criteria.
