Abstract

Masyarakat Kota Madiun sebagian besar menggunakan jasa PDAM untuk memenuhi kebutuhan air bersih. PDAM Tirta Taman Sari Kota Madiun melakukan pengawasan dan pemeriksaan kualitas air produksi baik secara eksternal maupun internal. Namun, dalam proses produksi, sering ditemui berbagai kendala seperti penurunan kualitas air baku, kerusakan peralatan, faktor sumber daya manusia, dan lain-lain. Penjaminan mutu air produksi oleh PDAM didasarkan pada ketentuan dalam Peraturan Menteri Kesehatan Nomor 492 Tahun 2010 tentang Persyaratan Kualitas Air Minum. Maka dari itu diperlukan standar pengelolaan yang baik sehingga dapat meminimalkan risiko yang terjadi dan menjamin kesehatan masyarakat. Dalam penelitian ini, metode yang digunakan adalah Hazard Analysis and Critical Control Point (HACCP). Pengendalian kualitas air dengan HACCP merupakan metode analisis untuk mendeteksi dan mengendalikan potensi bahaya yang timbul dengan mengontrol setiap Critical Control Point atau titik kendali kritis (TKK) dalam sistem produksi air yang dapat berkontribusi pada kondisi bahaya, sehingga produk aman untuk dikonsumsi. Penerapan sistem HACCP memerlukan analisa risiko terlebih dahulu atau pre�requisite pada tiap-tiap unit produksi baik dari aspek teknis maupun non teknis. Metode yang digunakan adalah fishbone diagram untuk mempermudah dalam menemukan akar penyebab masalah, serta metode FMEA (Failure Mode and Effect Analysis) untuk mengidentifikasi potensi penyebab kegagalan beserta dampak dan akar permasalahannya. Analisis dengan metode HACCP ini ditinjau berdasarkan kondisi eksisting unit produksi di PDAM Tirta Taman Sari Kota Madiun serta data hasil uji laboratorium sampel air baku dan air produksi. Kinerja PDAM Tirta Taman Sari Kota Madiun telah memenuhi ketentuan dalam Peraturan Menteri Kesehatan Nomor 492 Tahun 2010. Hal ini terbukti dari minimalnya potensi titik bahaya yang muncul pada aspek teknis maupun non teknis. Potensi bahaya aspek teknis ada pada pelaksanaan proses disinfeksi yang kurang maksimal khususnya dalam dosis pembubuhan dan mengakibatkan sisa klor yang terbawa sampai ke pelanggan. Potensi bahaya aspek non teknis adalah kurangnya pengawasan secara operasional terhadap SOP yang berlaku, serta kurang maksimalnya pelatihan untuk pekerja dalam pelaksanaan analisa kualitas air dan manajemen lingkungan. Pengawasan kualitas air minum dilaksanakan sesuai dengan Peraturan Menteri Kesehatan Nomor 736 Tahun 2010 tentang Tata Laksana Kualitas Air Minum. Serta pengendalian yang dilakukan antara lain inspeksi sanitasi, pengujian kualitas air, analisa hasil uji laboratorium, serta pemeliharaan dan tindak lanjut.

The people of Madiun City mostly use PDAM services to meet their daily water needs. PDAM Tirta Taman Sari Madiun City conducts supervision and inspection of production water quality both externally and internally. However, in the production process, there are often various obstacles such as a decrease in raw water quality, equipment damage, human resource factors, and others. Quality assurance of production water by PDAM is based on the provisions in the Minister of Health Regulation Number 492 of 2010 about Drinking Water Quality Requirements. Therefore, a good management standards are needed so as to minimize the risks that occur and ensure public health. In this study, the method used is Hazard Analysis and Critical Control Point (HACCP). Water quality control with HACCP is an analytical method to detect and control potential hazards that arise by controlling every Critical Control Point in the water production system that can contribute to hazardous conditions, so that the product is safe for consumption. The implementation of the HACCP system requires a risk analysis or pre�requisite in each production unit from both technical and non-technical aspects. The method used is the fishbone diagram to make it easier to find the root cause of the problem, as well as the FMEA (Failure Mode and Effect Analysis) method to identify potential causes of failure along with the impact and root causes. The analysis with the HACCP method is reviewed based on the existing conditions of the production unit at PDAM Tirta Taman Sari Madiun City and laboratory test data on raw water and production water samples.
The performance of PDAM Tirta Taman Sari Madiun City has fulfilled the provisions in the Minister of Health Regulation No. 492 of 2010. This is evident from the minimal potential hazard points that arise in technical and non-technical aspects. Potential hazards in technical aspects are in the implementation of the disinfection process which is less than optimal, especially in the dosage of the powder and results in residual chlorine that is carried to the customer. The potential hazards of non-technical aspects are the lack of operational supervision of the applicable SOPs, as well as the lack of maximum training for workers in the implementation of water quality analysis and environmental
management. Drinking water quality supervision is carried out in accordance with the Minister of Health Regulation No. 736 of 2010 about Drinking Water Quality Management. As well as controls carried out include sanitation inspections, water quality testing, analysis of laboratory test results, and maintenance and follow-up.
