Abstract
Kelurahan Medokan Ayu merupakan salah satu kelurahan yang terletak di Kecamatan Rungkut, Kota Surabaya yang memiliki tingkat risiko tinggi terkait dengan permasalahan sanitasi. Setiap harinya, masyarakat Kelurahan Medokan Ayu membuang air limbah non-kakus (grey water) yang dihasilkan langsung ke dalam saluran drainase tanpa diolah terlebih dahulu. Sementara itu, masyarakat sudah memiliki SPALD-S berupa tangki septik untuk menangani air limbah kakus (black water). Hal ini tentu saja akan menimbulkan dampak yang buruk baik bagi badan air maupun bagi kualitas lingkungan sekitar. Dalam menangani masalah air limbah domestik, Kelurahan Medokan Ayu merupakan salah satu kelurahan yang belum memiliki SPALD-T. Oleh karena itu, diperlukan perencanaan Sistem Penyaluran Air Limbah (SPAL) dan Instalasi Pengolahan Air Limbah (IPAL). Pada perencanaan kali ini, penduduk Kelurahan Medokan Ayu yang terlayani SPAL dan IPAL sebanyak 49.038 orang, yang terbagi menjadi 11 blok. Sistem penyaluran air limbah yang digunakan yaitu sistem konvensional yang mengalirkan campuran kedua jenis air limbah dikarenakan cocok dengan daerah kepadatan penduduk tinggi dan dapat membawa kotoran. Terdapat beberapa alternatif unit pengolahan yang dapat digunakan seperti Anaerobic Baffled Reactor, Anaerobic Filter, Moving Bed Biofilm Reactor, Constructed Wetland, dan klorinasi. Dari beberapa terknologi tersebut harus dilakukan kajian yang sesuai dengan daerah perencanaan. SPAL direncanakan menggunakan pipa HDPE dengan diameter berkisar antara 125–900 mm dengan penanaman pipa SPAL berada dibawah pipa PDAM. Berdasarkan hasil kajian dari beberapa aspek, IPAL yang digunakan merupakan kombinasi MBBR, constructed wetland, dan klorinasi. Lahan yang tersedia seluas 2 ha dan lahan yang dibutuhkan untuk IPAL seluas 2.053,53 m2 atau 0,21 ha. Anggaran biaya inventasi yang dibutuhkan sebesar Rp39.778.668.000. Anggaran biaya operasi dan pemeliharaan dibutuhkan sebesar Rp 7.000/Kepala Keluarga setiap bulan.

Medokan Ayu Village is one of the villages located in Rungkut Sub-district, Surabaya City which has a high level of risk related to sanitation problems. On the other hand, the community already has an individual Wastewater Treatment Plan (WWTP) in the form of a septic tank to handle latrine
wastewater (black water). Naturally, this will have a negative impact on both water bodies and the quality of the surrounding environment. Medokan Ayu Village is one of the villages that does not yet have a Domestic Wastewater Treatment Plan (WWTP) to deal with domestic wastewater problems. Consequently, it is necessary to plan a wastewater distribution system or SPAL and a Wastewater Treatment Plant (WWTP) or IPAL. In this formulated plan, all residents of Medokan Ayu Village, as many as 49,038 people, which are divided into 11 blocks are served by SPAL and IPAL. The wastewater distribution system being used is a conventional system that channels a mixture of both types of wastewaters because this system is suitable for areas with high population density and can carry sewage. There are several alternative processing units that can be used, such as Anaerobic Baffled Reactor, Anaerobic Filter, Moving Bed Biofilm Reactor, Constructed Wetland, and chlorination. Further studies must be carried out in accordance with the planning area for some of these technologies. The wastewater distribution system (SPAL) is designed using HDPE pipes with a diameter of 125–900 mm with the SPAL pipe planted under the PDAM pipe. Based on the results of the further studies for this area from several aspects, the WWTP used is a combination of Moving Bed Biofilm Reactor (MBBR), constructed wetland, and chlorination. The available land area is 2 ha and the land needed for WWTP is 2,053.53 m2 or 0.21 ha. The required investment budget is Rp39,778,668,000. The operating and maintenance budget required is Rp 7,000/Head of Family every month.
