Abstract

Supply Chain Management (SCM) places great emphasis on efficiency to keep up with global challenges, in order to achieve competitive advantage by becoming increasingly adaptive. Companies with well-managed SCM will be able to move the right products to market, in the right quantities, and at the right time. This research presents an optimized methodology for selecting sea freight services in Oceania, focusing on assessing delivery performance. Traditional delivery performance calculations fail to capture the real performance of shipping companies, prompting the development of a multi-criteria evaluation approach. To address this, an enhanced methodology was developed, incorporating four key attributes 1) on-time performance, assessing average delays in departure and arrival, 2) port-to-port lead time performance, evaluating the reliability of actual lead time against promised lead time, 3) omittance rate, measuring weekly sailing schedule reliability, and 4) average actual port-to-port lead time. The TOPSIS method and sensitivity analysis were used to evaluate delivery performance. OOCL was identified as the best shipping company to use for the Oceania routes based on delivery performance. All but one route, Jakarta-Townsville, had the best and backup sea freight services. The Jakarta-Townsville route lacked alternative backup services, necessitating collaborative lead time management to mitigate the risk of stockouts. Emphasis was placed on actual port-to-port lead time and their performance reliability, which showed high sensitivity in determining service selection, while cost remained a low-priority factor. This research highlights the value of applying this methodology regularly to maintain optimal service selection. Future research can investigate the inclusion of overland routes to address the limitations of omittance rate. This research contributes to global logistics by providing an enhanced calculation method for shipping delivery performance, improving the accuracy of sea freight service selection.

Manajemen Rantai Pasok (SCM) sangat menekankan efisiensi untuk mengimbangi tantangan global, guna mencapai keunggulan kompetitif dengan menjadi semakin adaptif. Perusahaan dengan SCM yang dikelola dengan baik akan mampu mengirimkan produk yang tepat ke pasar, dalam jumlah yang tepat, dan pada waktu yang tepat. Penelitian ini menyajikan metodologi yang dioptimalkan untuk memilih layanan angkutan laut rute Oseania, dengan fokus pada penilaian kinerja pengiriman. Perhitungan kinerja pengiriman tradisional gagal menangkap kinerja perusahaan pelayaran yang sebenarnya, sehingga mendorong pengembangan pendekatan evaluasi multi-kriteria. Untuk mengatasi hal ini, penyempurnaan metodologi pun dikembangkan dengan menggabungkan empat atribut utama 1) kinerja tepat waktu, menilai rata-rata keterlambatan keberangkatan dan kedatangan, 2) kinerja waktu tempuh antarpelabuhan, mengevaluasi keandalan waktu tempuh aktual terhadap yang dijanjikan, 3) tingkat kelalaian, mengukur keandalan jadwal pelayaran mingguan, dan 4) rata-rata waktu tempuh antarpelabuhan aktual. Metode TOPSIS dan analisis sensitivitas digunakan untuk mengevaluasi kinerja pengiriman. OOCL diidentifikasi sebagai perusahaan pelayaran terbaik untuk digunakan pada rute Oseania berdasarkan kinerja pengiriman. Semua kecuali satu rute, Jakarta-Townsville, memiliki layanan angkutan laut terbaik dan cadangan. Rute Jakarta-Townsville tidak memiliki layanan cadangan alternatif, sehingga memerlukan manajemen waktu tempuh kolaboratif untuk mengurangi risiko kehabisan stok. Penekanan diberikan pada waktu tempuh aktual antarpelabuhan dan keandalan kinerjanya, yang menunjukkan sensitivitas tinggi dalam menentukan pemilihan layanan, sementara biaya tetap menjadi faktor dengan prioritas rendah. Penelitian ini menyoroti manfaat penerapan metodologi ini agar digunakan teratur untuk mempertahankan pemilihan layanan yang optimal. Penelitian di masa mendatang dapat menyelidiki penyertaan rute darat untuk mengatasi keterbatasan tingkat kelalaian. Penelitian ini berkontribusi pada logistik global dengan menyediakan metode perhitungan yang disempurnakan untuk kinerja pengiriman, meningkatkan akurasi pemilihan layanan angkutan laut.
