Abstract

Seiring bertambahnya jumlah penduduk Kota Denpasar, dapat meningkatkan pencemaran air sungai sehingga menyebabkan penurunan kualitas air baku. Hal tersebut dapat memungkinkan terjadinya penurunan kinerja instalasi pengolahan yang dapat menimbulkan kegagalan unit pengolahan dan penurunan kualitas air yang dihasilkan oleh suatu unit IPA terutama parameter kekeruhan. Sumber air baku dari IPA Waribang adalah berasal dari Sungai Ayung. Tujuan dari kajian penelitian ini yaitu mengidentifikasi kualitas air baku dan air produksi pada sistem pengolahan dari IPA Waribang dan menetapkan besaran risiko kegagalan apabila air baku dari Sungai Ayung digunakan pada IPA Waribang dengan metode Fishbone Analysis dan Hazard Identification and Risk Assessment (HIRA). Metode yang digunakan untuk mengidentifikasi penyebab kegagalan proses produksi pada penelitian ini yaitu Fishbone Analysis dan Hazard Identification and Risk Assessment (HIRA). Fishbone Analysis digunakan untuk mendapatkan akar penyebab permasalahan dari setiap aktivitas yang ada. Selanjutnya dilakukan penilaian terkait risiko yang telah teridentifikasi sehingga didapatkan risiko yang paling berpengaruh menggunakan metode Hazard Identification and Risk Assessment (HIRA). Setelah itu didapatkan nilai R yang dijadikan dasar penentuan tingkatan risiko. Aspek teknis yang digunakan dalam kajian penelitian ini adalah data air baku, air produksi, dan sistem unit pengolahan dariIPA paribang sedangkan aspek non-teknisnya adalah sumber daya manusia dan Standard Operating Procedure (SOP) IPA Waribang. Hasil yang diperoleh dari kajian penelitian ini berdasarkan laporan hasil pengujian air baku menunjukkan kualitas air baku di intake Sungai Ayung IPA Waribang termasuk baku mutu kualitas air kelas III (PP No 22 Tahun 2021). Kualitas air produksi yang dihasilkan sudah sesuai dengan baku mutu kualitas air minum menurut Peraturan Menteri Kesehatan No 492 Tahun 2010. Namun hasil efisiensi penyisihan kekeruhan pada setiap unit, masih belum memenuhi kriteria efisiensi. Kegagalan potensial terbesar berdasarkan nilai Risk Assesment (R) adalah nilai bilangan reynold unit prasedimentasi, beban permukaan unit clarifier dan kecepatan backwash unit filter (aspek teknis) dengan masing-masing nilai 20 dan kegagalan pelaksanaan prosedur operasional sesuai SOP ( aspek non-teknis) dengan nilai 6.

As the population of Denpasar City increases, river water pollution can increase causing a decrease in raw water quality. This can allow a decrease in the performance of the treatment plant which can lead to failure of the treatment unit and a decrease in the quality of the water produced by a IPA unit, especially the turbidity parameter. The raw water source of the Waribang IPA is from the Ayung River. The purpose of this research study is to identify the quality of raw water and production water in the treatment system from the Waribang IPA and to determine the risk of failure if raw water from the Ayung River is used at the Waribang IPA using Fishbone Analysis and Hazard Identification And Risk Assessment (HIRA) methods. The methods used to identify the cause of the failure of the production process in this study are Fishbone Analysis and Hazard Identification And Risk Assessment (HIRA). Fishbone Analysis is used to get the root cause of the problems from each activity. Subsequently, an assessment of the identified risks was carried out so that the most influential risk was obtained using the Hazard Identification And Risk Assessment (HIRA) method. After that, the R value is obtained which is used as the basis for determining the level of risk. The technical aspects used in this research study are data on raw water, production water, and processing unit systems from the Waribang IPA, while the non-technical aspects are human resources and the Waribang IPA Standard Operating Procedure (SOP). The results obtained from this research study based on the report on the raw water test results show that the raw water quality at the Ayung River IPA Waribang intake includes class III water quality standards (PP No. 22 of 2021). The quality of the produced water is in accordance with the drinking water quality standard according to the Regulation of the Minister of Health No. 492 of 2010. However, the efficiency of the removal of turbidity in each unit still does not meet the efficiency criteria. The biggest potential failures based on the Risk Assessment (R) value are the Reynolds number of the pre-sedimentation unit, the surface load of the clarifier unit and the backwash speed of the filter unit (technical aspect) with each value of 20 and the failure to implement operational procedures according to the SOP (non-technical aspect) with value 6.
