Abstract
Lapangan Beta merupakan salah satu lapangan marginal di Sulawesi Tengah yang sudah tidak beroperasi dan berproduksi sejak tahun 2016 karena dianggap tidak ekonomis. Adanya tuntutan dari pemerintah mengenai pengoperasiaan kembali lapangan migas yang tidak berproduksi mengharuskan perusahaan untuk melakukan studi kelayakan dalam memilih skenario pengembangan lapangan terbaik dari studi kelayakan yang dilakukan pada tahun 2023-2024. Hasil dari studi kelayakan tersebut secara garis besar menghasilkan empat alternatif pengembangan lapangan. Praktek umum sebelumnya, pemilihan skenario pengembangan lapangan migas hanya bertumpu pada aspek keekonomian, pada tesis ini mempertimbangkan kriteria yang diperoleh dari Metode Delphi, yakni kriteria keekonomian, teknis, dampak lingkungan, keberlanjutan operasional, regulasi dan kepatuhan, serta waktu pengembangan, dimana masing-masing kriteria tersebut tersusun atas 2-3 sub-kriteria. Pendekatan multi-kriteria yang digunakan dalam penelitian ini adalah pendekatan hybrid yang menggabungkan Metode Analytical Hierarchy Process (AHP) dan Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS). Hasil dari Metode AHP menunjukkan bahwa kriteria keekonomian memiliki bobot tertinggi sebesar 33.7%, namun sub-kriteria estimated ultimate recovery (EUR) menunjukkan bobot tertinggi dibanding sub-kriteria lain. Hasil perhitungan TOPSIS menunjukkan bahwa Skenario B dengan melakukan pengeboran step-out memiliki nilai preferensi tertinggi (0.560) dan diikuti oleh Skenario C dengan melakukan injeksi fluida di sumur eksisting dengan nilai preferensi 0.442. Hasil dari penelitian ini adalah pengambilan keputusan dengan melakukan pengeboran step-out yang mempertimbangkan aspek multi-kriteria, sebagai masukan bagi perusahaan untuk mendapatkan pendapatan yang optimal dengan risiko terukur.

The Beta Field, located in Central Sulawesi, is classified as a marginal field that ceased operations and production in 2016 due to economic non-viability. Government directives requiring the reactivation of non-producing oil and gas fields have necessitated the company to conduct feasibility studies to select the optimal field development scenario based on studies conducted during 2023–2024. These feasibility studies broadly identified four alternative field development scenarios. In previous practices, the selection of oil and gas field development scenarios primarily relied on economic considerations. However, this thesis incorporates criteria derived from the Delphi Method, including economic feasibility, technical aspects, environmental impact, operational sustainability, regulatory compliance, and development time. Each of these criteria is further subdivided into 2–3 sub-criteria. The multi-criteria approach employed in this study is a hybrid methodology that combines the Analytical Hierarchy Process (AHP) and the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS). Results from the AHP indicate that economic feasibility holds the highest weight (33.7%), with the sub-criterion of Estimated Ultimate Recovery (EUR) demonstrating the highest importance among all sub-criteria. The TOPSIS calculation results reveal that Scenario B, involving step-out drilling, has the highest preference score (0.560), followed by Scenario C, which proposes fluid injection into existing wells, with a preference score of 0.442. The outcome of this research recommends step-out drilling as the optimal multi-criteria-based decision for field development. This recommendation provides valuable input for the company to achieve optimal revenue while maintaining manageable risks.
