Abstract

Peningkatan jumlah konsumen transportasi jalan setiap waktunya memerlukan adanya dukungan armada bus yang prima dan optimal. Namun saat ini armada yang layak jalan belum sepenuhnya maksimal pada Perim DAMRI karena terdapat bus yang tidak layak operasi yang mengakibatkan penurunan kualitas kantor cabang. Permasalahan terbesar akibat dari keterlambatan pengadaan suku cadang dan ketidaksesuaian jumlah suku cadang dengan permintaan dengan solusi permasalahan yaitu melakukan perbaikan proses bisnis perusahaan. Tujuan dari penelitian ini adalah mengetahui beberapa bagian yaitu proses bisnis pengadaan suku cadang Perum DAMRI saat ini (as-is), hal-hal yang terjadi pada proses pengadaan suku cadang Perum DAMRI, faktor-faktor yang menjadi penyebab dari permasalahan pada pengadaan suku cadang dan rancangan ulang perbaikan proses bisnis (to-be) pada pengadaan suku cadang Perum DAMRI. Penelitian dilakukan dengan melakukan perbaikan proses bisnis yang diawali dengan permodelan bisnis as-is, mencari penyebab dari masing-masing permasalahan yang kemudian dilakukan redesain untuk mendapatkan model proses bisnis to-be. Prosesnya dilakukan dengan menggunakan beberapa analisis seperti memodelkan Business Process Management (BPM) dengan menggunakan Process Classification Framework yang dinotasikan dengan menggunakan Business Process Model and Notation (BPMN), analisis kualitatif dengan pengelompokan berdasarkan Value Added Analysis, Root Cause Analysis untuk mencari akar dari permasalahan menggunakan why-why diagram, cause and effect analysis, issue register serta redesain model to-be berdasarkan dimensi kerja the devils quadrangle. Hasil dari analisis menunjukan permasalahan terbesar yaitu keterlambatan pengadaan suku cadang dengan akar permasalahannya prosedur izin pembelian suku cadang yang rumit, sistem inventaris yang tidak efektif, jobdesc pengadaan tidak efektif dan jumlah permintaan yang tidak sesuai. Sehingga dilakukan penghapusan dan penambahan beberapa aktivitas berdasarkan dimensi kerja the devil’s quadrangle yang terdiri dari penghapusan aktivitas, komposisi aktivitas, integrasi, sentralisasi dan pisahkan tanggung jawab.

The increasing number of road transportation consumers every time requires the support of a prime and optimal bus fleet. However, currently the roadworthy fleet is not fully maximized at Perum DAMRI because there are buses that are not suitable for operation which results in a decrease in the quality of the branch office. The biggest problem is the delay in spare parts procurement and the mismatch between the number of spare parts and demand with the solution to the problem, namely improving the company's business processes. The purpose of this research is to find out several parts, namely the current Perum DAMRI spare parts procurement business process (as-is), the things that occur in the Perum DAMRI spare parts procurement process, the factors that cause problems in spare parts procurement and the redesign of business process improvements (to-be) in Perum DAMRI spare parts procurement. The research was conducted by improving business processes starting with as-is business modeling, looking for the causes of each problem which was then redesigned to get a to-be business process model. The process is carried out using several analyses such as modeling Business Process Management (BPM) using the Process Classification Framework which is denoted using the Business Process Model and Notation (BPMN), qualitative analysis with grouping based on Value Added Analysis, Root Cause Analysis to find the root of the problem using why-why diagrams, cause and effect analysis, issue registers and redesign of the to-be model based on the devils quadrangle working dimensions. The results of the analysis show that the biggest problem is the delay in spare parts procurement with the root causes being complicated spare parts purchase permit procedures, ineffective inventory systems, ineffective procurement job desks and inappropriate number of requests. So that the elimination and addition of several activities based on the devil’s quadrangle work dimensions consisting of activity elimination, activity composition, integration, centralization and separate responsibility
