Abstract
Penyediaan air minum oleh pemerintah Indonesia kepada masyarakat masih memiliki banyak tantangan, salah satunya, yaitu kehilangan air. Kehilangan air disebabkan oleh beberapa faktor, mulai dari kebocoran jaringan distribusi air, hingga ketidakakuratan meter pelanggan. Faktanya, tingkat kehilangan air nasional menurut Buku Kinerja BUMD Tahun 2023 mencapai 33,9%. Angka tersebut belum memenuhi batas maksimal kehilangan air pada PDAM yang diatur dalam Permen PUPR Nomor 27/PRT/M/2016 sebesar 20%. Salah satu PDAM yang menghadapi permasalahan kehilangan air adalah PUDAM Banyuwangi, khususnya pada zona pelayanan Kecamatan Kalipuro yang terdiri dari 5 zona dengan total kehilangan air sebesar 25,5% pada awal tahun 2024. Oleh karena itu, perlu dilakukan studi terkait penurunan kehilangan air di Zona Pelayanan Kecamatan Kalipuro. Penelitian dilakukan dengan menyusun neraca air menggunakan software WB-EasyCalc memanfaatkan data sekunder untuk mengidentifikasi masing-masing besar komponen kehilangan air. Kehilangan air akibat ketidakakuratan meter didapatkan dari pengambilan data primer berupa akurasi meter pelanggan. Sedangkan, kehilangan air fisik dianalisis dengan penambahan koefisien kebocoran di titik junction pada simulasi hidrolika jaringan menggunakan software EPANET 2.0. Identifikasi kehilangan air dilakukan untuk merancang strategi penurunan kehilangan air berdasarkan prioritas penyebab kehilangan air terbesar dan mengetahui volume air yang terselamatkan dari strategi yang dirancang. Volume kehilangan air zona pelayanan Kecamatan Kalipuro pada bulan Januari-Mei 2024 berdasarkan neraca air sebesar 310.583 m3/5 bulan. Strategi penurunan kehilangan air dirancang dalam kurun waktu 3 tahun untuk mencapai batas maksimal tingkat kehilangan air 20%. Pemfokusan strategi penurunan kehilangan air dilakukan pada zona 2, 4, dan 5 yang memiliki tingkat kehilangan air lebih dari 20%. Strategi penurunan kehilangan air fisik melalui program manajemen tekanan pada zona 2, 4, dan 5, sedangkan kehilangan air akibat ketidakakuratan meter melalui program penggantian meter pada zona 4 dan 5. Dalam waktu 3 tahun, strategi penurunan kehilangan air menurunkan 1,31% kehilangan air akibat ketidakakuratan meter dan 8,04% kehilangan air fisik. Total penurunan tingkat kehilangan air sebesar 9,35% setara dengan volume air terselamatkan sejumlah 70.374,22 m3 dengan keuntungan Rp205.452.141 dan potensi penambahan 1.650 sambungan pelanggan baru.

The provision of drinking water by the Indonesian government to the community still faces many challenges, one of which is water loss. Water loss occurs due to several factors, ranging from leakage in the water distribution network to inaccuracies in customer meters. In fact, the national water loss rate, according to the 2023 BUMD Performance Report, reached 33,9%. This figure does not reach the maximum water loss threshold for PDAM, which is regulated in the Permen PUPR Nomor 27/PRT/M/2016, set at 20%. One of the PDAMs facing water loss issues is PUDAM Banyuwangi, particularly in the service zone of Kalipuro District, which consists of 5 zones with a total water loss of 25,5% as of early 2024. Therefore, a study on reducing water loss in the Kalipuro District Service Zone is necessary. The study prepares a water balance using WB-EasyCalc software by utilizing secondary data to identify the magnitude of each water loss component. Water loss due to meter inaccuracies is obtained from primary data collection on customer meter accuracy. Meanwhile, physical water loss is analyzed by adding a leakage coefficient at the junction points in a hydraulic network simulation using EPANET 2.0 software. The identification of water loss is carried out to design a water loss reduction strategy based on the priority causes of the largest water loss and to determine the volume of water saved from the planned strategy. The water loss rate in the Kalipuro District service zone from January to May 2024, based on the water balance, amounts to 310.583 m³/5 months. A water loss reduction strategy is being planned over a 3-year period to achieve the maximum water loss threshold of 20%. The strategy focuses on Zones 2, 4, and 5, which have water loss rates exceeding 20%. Physical water loss reduction strategies include pressure management programs in Zones 2, 4, and 5, while strategies for reducing water loss due to meter inaccuracies involve meter replacement programs in Zones 4 and 5. Within 3 years, the water loss reduction strategy reduces water loss due to meter inaccuracies by 1,31% and physical water loss by 8,04%. The total reduction in water loss reaches 9,35%, equivalent to a saved water volume of 70.374,22 m³, generating a financial benefit of Rp205.452.141 and the potential to add 1.650 new customer connections.
