Abstract

PDAM Kota Banjarmasin, yang dikelola oleh PT. Air Minum Bandarmasih, mencatat tingkat kehilangan air sebesar 28,74% pada tahun 2023. Angka ini melebihi target nasional yang ditetapkan sebesar 20%, sesuai dengan Peraturan Menteri PUPR Nomor 13/PRT/M/2013. Tingkat NRW pada zona Banjarmasin Selatan tahun 2023 sebesar 35,2% dan pada unit pelayanan booster Gerilya, tingkat NRW yaitu 40,29%. Dalam upaya menurunkan Tingkat kehilangan air PT. Air Minum Bandarmasih (Perseroda) menargetkan dapat menurunkan nilai NRW sebesar 1% setiap tahunnya yang tertuang pada Masterplan Penurunan NRW PAM Bandarmasih Tahun 2023-2027. Unit pelayanan booster Gerilya memiliki 10 DMA belum terisolasi, sehingga perlu dilakukan pengendalian NRW secara aktif melalui pembentukan District Metered Area (DMA) dan manajemen tekanan Penelitian ini bertujuan untuk merancang DMA dengan mempertimbangkan faktor teknis dan finansial Kajian ini dilakukan dengan menganalisis kondisi eksiting jaringan pelayanan booster Gerilya dan merencanakan DMA wilayah pelayanan tersebut menggunakan program Epanet 2.2. Potensi penurunan NRW dihitung menggunakan metode Fixed and Variable Area Discharge (FAVAD). Kemudian, menganlisis aspek finansial dengan metode BCR, NPV dan PP. Penelitian Hasil dari kajian ini menunjukkan bahwa dengan pembentukan DMA 229, DMA 230 dan DMA 231 serta manajemen tekanan pada DMA 230 dan DMA 231 pada pelayanan booster Gerilya akan menyelamatkan air sebanyak 468.197 m³/tahun, dengan total nilai investasi sebesar Rp. 858.413.000,00. Dengan demikian manfaat yang diperoleh meliputi penambahan potensi pelanggan sebesar 3.703 SR. Analisis kelayakan investasi menunjukkan nilai NPV sebesar Rp. 2.172.902.517, BCR sebesar 1,06, dan periode pengembalian investasi (payback period) selama 8 tahun 4 bulan.

PDAM Banjarmasin City, managed by PT. Air Minum Bandarmasih, recorded a Non-Revenue Water (NRW) level of 28.74% in 2023. This figure exceeds the national target set at 20%, as stipulated in the Minister of Public Works and Housing Regulation No. 13/PRT/M/2013. In the Banjarmasin Selatan zone, the NRW level reached 35.2%, while the NRW level at the Gerilya booster service unit was 40.29%. In an effort to reduce the water loss level, PT. Air Minum Bandarmasih (Perseroda) aims to decrease the NRW value by 1% annually, as outlined in the NRW Reduction Master Plan for PAM Bandarmasih 2023-2027. The Gerilya booster service unit, which has 10 District Metered Areas (DMAs) that are not yet isolated, requires active NRW control through the establishment of DMAs and pressure management. This study aims to design DMAs by considering both technical and financial factors. The study was conducted by analyzing the existing network conditions of the Gerilya booster service unit and planning the DMA layout for the service area using Epanet 2.2 software. The potential NRW reduction was calculated using the Fixed and Variable Area Discharge (FAVAD) method. Subsequently, the financial aspects were analyzed using the Benefit-Cost Ratio (BCR), Net Present Value (NPV), and Payback Period (PP) methods. The results of this study show that the establishment of DMA 229, DMA 230, and DMA 231, along with pressure management in DMA 230 and DMA 231, within the Gerilya booster service area, would save 468,197 m³ of water per year, with a total investment value of IDR 858,413,000. Thus, the benefits include an increase in potential customers by 3,703 House Connections (SR). The investment feasibility analysis indicates a Net Present Value (NPV) of IDR 2,172,902,517, a Benefit-Cost Ratio (BCR) of 1.06, and a payback period of 8 years and 4 months.
