Abstract
Pada Tahun 2023, Perumda Delta Tirta Kabupaten Sidoarjo, menurut audit data dari BPKP tingkat efisiensi produksi Perumda Delta Tirta mengalamii penurunani darii 85,74% ipada tahuni 2021 menjadii 84,11% padai tahuni 2022. Disamping itu, biaya energi yang dikeluarkan mencapai Rp.382,- per meter kubik, angka iini lebihi tinggi dibandingkan rata-ratainasionali sebesari Rp356,34 per meter kubik (Kementerian PUPR, 2023). Pompa booster Makarya merupakan salah satu pompa booster dengan pembayaran rekening listrik yang besar sehingga dilakukan analisis peningkatan efisiensi energi zona Waru dari layanan pompa booster Makarya. Analisis peningkatan efisiensi energi dilakukan melalui 3 aspek. Pertama, apek teknis menganalisis kondisi eksisting kinerja pompa, dan kinerja sistem jaringan distribusi sehingga dapat diidentifikasi penyebab tingginya biaya konsumsi energi pada pompa booster Makarya dan direkomendasikan perbaikan yang diusulkan. Kedua, aspek finansial menganalisis biaya-manfaat dan biay investasi dengan persamaan Net Present Value (NPV), Benefit Cost Ratio (BCR), Internal Rate of Return (IRR) dan Payback Period (PP) sehingga diketahui potensi penghematan serta nilai kelayakan investasi yang dibutuhkan. Ketiga, aspek kelembagaan dengan analisis SWOT sehingga dapat direkomendasikan strategi penguatan kelembagaan. Hasil penelitian peningkatan efisiensi energi pompa booster Makarya diketahui efisiensi pompa P1-45.44%, P5-45.36 dan P6-27.48% , dengan konsumsi energi Rp.7.883.480,-/hari. Aspek teknis, rekomendasi peningkatan efisiensi energi yiatu penggantian pompa konsumsi energi Rp.4.696.191,-/hari, penambahan pipa untuk mengurangi headloss diatas 10 m/km serta pengaturan ulang variable speed driver (VSD) konsumsi energi Rp. 6.887.583,-/hari, pembangunan elevated reservoir konsumsi energi Rp.7.378.430,-/hari, dan penggabungan penggantian pompa, penggantian pipa serta pembangunan elevated reservoir konsumsi energi Rp. 5.053.590,-/hari. Aspek finansial, secara finansial ke -4 rekomendasi peningkatan efisiensi energi dari aspek teknis layak dilaksanakan. Aspek kelembagaan, analisis SWOT berada kuadran 1 (satu) dengan strategi SO (strength opportunity)

In 2023, Perumda Delta Tirta Sidoarjo Regency, according to audit data from BPKP, the production efficiency level of Perumda Delta Tirta decreased from 85.74% in 2021 to 84.11% in 2022. In addition, the energy costs incurred reached IDR 382 per cubic meter, this figure is higher than the national average of IDR 356.34 per cubic meter (Ministry of PUPR, 2023). The Makarya booster pump is one of the booster pumps with large electricity bill payments, so an analysis of increasing the energy efficiency of the Waru zone from the Makarya booster pump service was carried out. The analysis of increasing energy efficiency was carried out through 3 aspects. First, the technical aspect analyzes the existing condition of pump performance, and the performance of the distribution network system so that the cause of the high energy consumption costs of the Makarya booster pump can be identified and the proposed improvements can be recommended. Second, the financial aspect analyzes the cost-benefit an investment costs with the Net Present Value (NPV), Benefit Cost Ratio (BCR), Internal Rate of Return (IRR) and Payback Period (PP) equations so that the potential savings and the feasibility value of the investment needed are known. Third, the institutional aspect with a SWOT analysis so that institutional strengthening strategies can be recommended. The results of the study on increasing the energy efficiency of the Makarya booster pump showed that the efficiency of the P1-45.44% pump, P5-45.36 and P6 7.48%, with energy consumption of Rp. 7,883,480,- / day. Technical aspects, recommendations for increasing energy efficiency are replacing the pump with energy consumption of Rp. 4,696,191,- / day, adding pipes to reduce headloss above 10 m / km and resetting the variable speed driver (VSD) with energy consumption of Rp. 6,887,583,- / day, construction of an elevated reservoir with energy consumption of Rp. 7,378,430,- / day, and combining pump replacement, pipe replacement and construc tion of an elevated reservoir with energy consumption of Rp. 5,053,590,-/day. Financial aspect, financially the 4 recommendations for increasing energy efficiency from a technical aspect are feasible to implement. Institutional aspect, SWOT analysis is in first quadrant with SO (strength opportunity) strategy.
