Abstract

Proyeksi konsumsi energi final untuk sumber energi minyak terus meningkat. Salah satu pemanfaatan sumber energi ini yaitu sebagai bahan bakar pada Pembangkit Listrik Tenaga Diesel (PLTD). Dalam konsep berwawasan lingkungan dan berkelanjutan oleh Provinsi Sulawesi Tengah, pelestarian lingkungan melalui pencegahan emisi perlu diperhatikan. Memiliki potensi energi surya yang besar, Pulau Menui yang sistem kelistrikannya saat ini disuplai penuh oleh PLTD akan dikombinasikan dengan Pembangkit Listrik Tenaga Surya (PLTS). Sasarannya adalah penurunan emisi untuk keberlanjutan energi dan efisiensi biaya operasional PLTD. Penelitian ini akan memberikan analisis risiko positif yang akan mendorong rencana pembangunan pembangkit hibrid energi diesel-solar PV optimal dalam pencapaian sasaran, dengan mengacu pada ISO 31000:2018. Penilaian risiko meliputi tahapan identifikasi dengan kombinasi analisis Strengths, Weaknesses, Opportunities, Threats (SWOT) dan analisis Political, Economic, Social, Technological, Environment, Legal (PESTEL), analisis dan evaluasi risiko menggunakan pendekatan kuantitatif dengan metode Weighted Average dan Z-Score. Analisis tingkat dampak dan perumusan mitigasi dengan pendekatan kualitatif akan melibatkan para ahli dengan metode brainstorming dan Root Cause Problem Solving (RCPS) serta prioritisasi mitigasi menggunakan Analytical Hierarchy Process (AHP). Hasil identifikasi risiko menemukan dua peluang yaitu meningkatnya efisiensi biaya operasional pada pembangkit listrik tenaga diesel dan meningkatnya citra baik perusahaan oleh masyarakat setempat dengan tingkat risiko keduanya sangat tinggi. Terdapat dua belas mitigasi yang timbul dimana prioritas utama untuk risiko meningkatnya efisiensi biaya operasional pada pembangkit listrik tenaga diesel yaitu optimalisasi penggunaan energi baru terbarukan (EBT) melalui rencana operasi bulanan (ROB), rencana operasi mingguan (ROM), dan rencana operasi harian (ROH), dan prioritas utama mitigasi pada risiko meningkatnya citra baik perusahaan oleh masyarakat setempat yaitu mengadakan forum atau pertemuan secara berkala dengan masyarakat untuk mendengarkan pandangan, usulan, harapan, dan kekhawatiran yang ada.

The projection of final energy consumption from oil sources continues to increase. One application of this energy source is as fuel for Diesel Power Plants. In the context of environmental sustainability in Central Sulawesi Province, environmental preservation through emission prevention is crucial. With significant potential for solar energy, Menui Island, currently fully supplied by Diesel Power Plants for its electricity needs, will integrate Solar Power Plants. The objective is to reduce emissions for energy sustainability and operational cost efficiency of Diesel Power Plants. This study will provide a positive risk analysis that will support the optimal development plan for a diesel-solar PV hybrid power plant to achieve its goals, refers to ISO 31000:2018. Risk assessment includes identification stages with a combination of Strengths, Weaknesses, Opportunities, Threats (SWOT) analysis and Political, Economic, Social, Technological, Environment, Legal (PESTEL) analysis, risk analysis and evaluation using a quantitative approach with the Weighted Average and Z-Score methods. Analysis of the level of impact and mitigation research with a qualitative approach will involve experts with brainstorming and Root Cause Problem Solving (RCPS) methods as well as mitigation prioritization using the Analytical Hierarchy Process (AHP). The results of the risk discovery found two positive risks, namely increasing operational cost efficiency at diesel power plants and improving the company's good image by the local community. Both risk levels being very high. There are twelve mitigations that emerge where the main priority for the risk of increasing operational cost efficiency in diesel power plants is optimizing the use of new renewable energy (EBT) through monthly operating plans (ROB), weekly operating plans (ROM), and daily operating plans (ROH), and the main priority of mitigation for the risk of increasing the company's good image by the local community is to hold forums or regular meetings with the local community to listen their views, suggestions, hopes, and concerns.
