Abstract
Optimalisasi nilai lahan merupakan aspek krusial dalam pengembangan properti untuk mencapai pemanfaatan yang maksimal. Penelitian ini berfokus pada optimisasi pemanfaatan lahan di sekitar Gerbang Tol Singosari, Kabupaten Malang, Jawa Timur, dengan studi kasus pada lahan seluas 3.523 m² di sisi utara gerbang tol yang saat ini belum dimanfaatkan secara optimal. Potensi strategis lahan tersebut diidentifikasi menggunakan metode Highest and Best Use (HBU), yang memungkinkan evaluasi alternatif pengembangan properti berdasarkan pemanfaatan tertinggi dan produktivitas maksimum. Proses analisis HBU melibatkan identifikasi alternatif properti melalui observasi dan wawancara, diikuti evaluasi aspek-aspek utama antara lain Aspek Legal (kesesuaian hukum, zoning, dan building code), Aspek Fisik (kondisi lahan, aksesibilitas, ukuran, dan bentuk lahan), Aspek Finansial (analisis investasi, pendapatan, biaya operasional, dan arus kas), serta Aspek Produktivitas Maksimum (peningkatan nilai lahan terbesar). Analisis didasarkan pada regulasi, pendekatan analitis, serta asumsi yang relevan. Hasil penelitian menunjukkan bahwa di antara tiga opsi pengembangan properti lahan yang dianalisis, yaitu perumahan, ruko, dan ballroom. Selain itu, pengembangan perumahan memberikan peningkatan produktivitas dan nilai lahan tertinggi karena dapat memberikan pertumbuhan 201% dari nilai lahan sebelum dikembangkan sebesar Rp560.000 per meter persegi menjadi Rp.1.122.951 per meter persegi.

Land value optimization is a crucial aspect in property development to achieve maximum utilization. This research focuses on land use optimization around Singosari Toll Gate, Malang Regency, East Java, with a case study of 3,523 m² of land on the north side of the toll gate that is currently not optimally utilized. The strategic potential of the land was identified using the Highest and Best Use (HBU) method, which allows evaluation of property development alternatives based on highest utilization and maximum productivity. The HBU analysis process involves identification of property alternatives through observation and interviews, followed by evaluation of key aspects including Legal Aspects (legal compliance, zoning, and building codes), Physical Aspects (land condition, accessibility, size, and shape of the land), Financial Aspects (investment analysis, revenue, operating costs, and cash flow), and Maximum Productivity Aspects (greatest increase in land value). The analysis is based on relevant regulations, analytical approaches, and assumptions. The results showed that among the three land property development options analyzed, namely housing, shophouses, and ballrooms. In addition, residential development provides the highest increase in productivity and land value as it can provide 201% growth from the pre-development land value of Rp560,000 per square meter to Rp.1,122,951 per square meter.
