Abstract
Pemerintah daerah saat ini berupaya mempercepat proses pengadaan barang dan jasa konstruksi dengan mengubah pola tender dari e-procurement menjadi e-purchasing melalui e-katalog. Peralihan ini dilakukan pada paket pekerjaan konstruksi untuk kualifikasi usaha kecil, yang memiliki nilai pagu anggaran sampai dengan Rp 15.000.000.000,00 (lima belas miliar rupiah). Perubahan ini membawa dampak yang beragam bagi pihak pemerintah maupun penyedia jasa. Dari sisi positif, perubahan ini meningkatkan efektivitas dan transparansi dalam proses pengadaan. Namun, di sisi lain, penyesuaian terhadap sistem baru serta meningkatnya kompetisi di antara penyedia jasa menjadi tantangan tersendiri. Selain itu, e-katalog yang awalnya difokuskan untuk pengadaan barang, saat ini mulai diperluas untuk pengadaan konstruksi. Perbedaan sifat pengadaan barang dan jasa konstruksi membuat implementasi pengadaan jasa konstruksi melalui e-katalog perlu diteliti lebih lanjut. Penelitian ini bertujuan membandingkan kinerja e-katalog terhadap e-tender serta hambatan dan tantangan dari perubahan kebijakan pengadaan barang dan jasa konstruksi melalui e-katalog. Pendekatan kuantitatif komparatif akan memberikan hasil perbandingan kinerja e-katalog terhadap e-tender yang objektif dan terukur, sementara metode deskriptif akan memberikan gambaran rinci mengenai perspektif pengguna dan penyedia jasa dalam menilai efektivitas, hambatan, dan tantangan pengadaan jasa konstruksi melalui implementasi e-katalog. Hasil penelitian menunjukkan perbedaan yang signifikan dalam lima aspek. Aspek efisiensi waktu, efisiensi biaya, transparansi dan akuntabilitas, serta dukungan terhadap UMKM melalui e-katalog lebih baik. Sedangkan aspek kualitas hasil pengadaan melalui e-katalog tidak lebih baik daripada e-tender. Bagi pemerintah daerah, hambatan dan tantangan penerapan e-katalog untuk jasa konstruksi berupa keterbatasan sistem dalam mengakomodir sifat konstruksi yang kompleks, ketidakjelasan struktur harga penawaran penyedia, kelegalan dokumen penyedia, dan subjektivitas pemilihan penyedia. Bagi penyedia jasa, hambatan dan tantangan e-katalog berupa keterbatasan sistem dalam mengakomodir sifat konstruksi yang kompleks, keamanan sistem, serta ketidakmampuan penyedia dalam bersaing dan mengikuti perkembangan teknologi.

The local government is currently striving to expedite the procurement process for goods and construction services by changing the tender pattern from e-procurement to e-purchasing through the e-catalog. This transition is implemented for construction work packages for small business qualifications, with a budget ceiling value of Rp 15,000,000,000.00 (fifteen billion rupiah). This change has diverse impacts on both the government and service providers. From a positive perspective, this change enhances the effectiveness and transparency of the procurement process. However, adjusting to the new system and the increasing competition among service providers present some challenges. In addition, the e-catalog, which initially focused on the procurement of goods, is now being expanded to include construction procurement. The different characteristics of goods procurement and construction services make the implementation of construction services procurement through the e-catalog need further research. This research aims to compare the performance of e-catalogs against e-tenders, as well as the obstacles and challenges of the policy changes in the procurement of construction goods and services through e-catalogs. A comparative quantitative approach will provide objective and measurable performance comparisons between e-catalogs and e-tenders, whilst the descriptive method will offer a detailed overview of the perspectives of users and service providers in assessing the effectiveness, obstacles, and challenges of construction service procurement through the implementation of e-catalogs. The research results show significant differences in five aspects. The aspects of time efficiency, cost efficiency, transparency, and accountability, together with support for MSMEs through e-catalogs, are better. Meanwhile, the quality aspect of procurement results through e-catalog is not better than e-tender. For local governments, the obstacles and challenges in implementing e-catalogs for construction services include the system's limitations in accommodating the complex nature of construction, the unclear pricing structure of supplier offers, the legality of supplier documents, and the subjectivity in supplier selection. For service providers, the obstacles and challenges of the e-catalog include the system's limitations in accommodating the complex nature of construction, system security, and the providers' inability to compete and keep up with technological advancements.
