Abstract
Proyek penggantian jembatan merupakan salah satu kegiatan dalam upaya meningkatkan infrastruktur suatu wilayah. Sebagai jalur penghubung wilayah yang terpisahkan baik oleh sungai, rawa, danau, saluran, jalan raya, jalan kereta api, dan perlintasan lainnya, jembatan memainkan peranan penting dalam memperlancar arus transportasi. Suatu pelaksanaan proyek tidak bisa lepas dari timbulnya risiko-risiko salah satunya adalah risiko sosial terutama apabila lokasi proyek berada di kawasan padat permukiman. Penelitian ini mengambil studi kasus proyek penggantian jembatan yang telah dilaksanakan di Provinsi Jawa Timur dimana lokasinya berada di permukiman yang padat sehingga pada pelaksanaannya berpotensi menimbulkan risiko sosial. Penelitian ini bertujuan untuk mengidentifikasi risiko sosial, menganalisa dampak dan frekuensi risiko sosial, menganalisa penyebab risiko serta menganalisa respon risiko yang tepat di dalam pelaksanaan proyek penggantian jembatan. Pengumpulan data yang bersumber dari studi literatur, observasi di lapangan, kuisoner dan wawancara. Responden penelitian adalah stakeholder yang terlibat dalam pelaksanaan proyek serta masyarakat yang memiliki dampak atas proyek tersebut. Dari hasil pengumpulan data dilakukan assesment risiko menggunakan metode Probability Impact Matrix (PIM) yaitu matriks yang digunakan untuk memetakan kemungkinan terjadinya setiap risiko dan dampaknya terhadap tujuan proyek jika risiko tersebut terjadi. Assesment dilanjutkan dengan menggunakan Bow Tie Analysis (BTA) yaitu sebuah grafis jalur dari penyebab suatu peristiwa risiko hingga dampaknya yang menunjukkan kontrol untuk pencegahan penyebab terjadinya peristiwa risiko dan pengendalian terhadap terjadinya dampak jika peristiwa itu terjadi. Studi ini mengidentifikasi 4 high risk dari total 24 risiko sosial yang relevan terhadap proyek penggantian jembatan yaitu standar kompensasi pembebasan lahan, tingkat kebisingan sulit dikendalikan, durasi penutupan jalan (terlalu lama), dan risiko lalu lintas yang disebabkan oleh proyek (kemacetan). Berdasarkan analisa menggunakan BTA dapat diketahui 25 potensi penyebab, 49 pencegahan potensi penyebab, 20 dampak, dan 43 pengendalian risiko. Tindakan pengendalian risiko sosial pada proyek penggantian jembatan yaitu pengendalian dan pengawasan terhadap proses pembebasan lahan, manajemen proyek dan manajemen lalu lintas.

The bridge replacement project is one of the activities aimed at improving the infrastructure of a region. As a connecting route between areas separated by rivers, swamps, lakes, channels, highways, railways, and other crossings, bridges play an essential role in facilitating transportation flow. A project implementation cannot be separated from the emergence of risks, one of which is social risk, especially if the project location is in a densely populated area. This research takes a case study of a bridge replacement project that has been implemented in East Java Province, where the location is in a dense residential area so that its implementation has the potential to cause social risks. This study aims to identify social risks, analyze the impact and frequency of social risks, analyze the causes of risks, and analyze appropriate risk responses in the implementation of the bridge replacement project. Data collection is sourced from literature studies, field observations, questionnaires, and interviews. The research respondents are stakeholders involved in project planning and implementation and also the local residents who might be affected by the project. Based on the data collection, risk assessment is conducted using the Probability Impact Matrix (PIM), a matrix used to map the likelihood of each risk occurring and its impact on project objectives if the risk materializes. The assessment continues using Bow Tie Analysis (BTA), which is a graphic path from the cause of a risk event to its impact which shows controls to change the probability of a risk event occurring and controls that change the probability of an impact if the event occurs. This study successfully identified 4 high risks from a total of 24 social risks relevant to the bridge placement project, namely land acquisition standards, noise levels that are difficult to control, road closure duration (too long), and traffic risks caused by the project (congestion). Based on the analysis using BTA, 25 potential causes, 49 potential preventions, 20 consequences, and 43 risk controls can be identified. Managerial implications for controlling social risks in bridge replacement projects are control and supervision of the land acquisition process, project management and traffic management.
