Abstract

Dalam era transformasi digital, smart city mengakselerasi interaksi antara pemerintah dan masyarakat dengan memanfaatkan teknologi untuk meningkatkan kualitas layanan dan mencapai tujuan pembangunan yang berwawasan lingkungan, ekonomi, dan sosial. Di Kota Surabaya, pembangunan smart city berperan penting dalam meningkatkan kualitas hidup masyarakat sekaligus mengevaluasi kinerja pemerintah daerah. Pembangunan tersebut berlandaskan pada perencanaan strategis yang tertuang dalam Rencana Pembangunan Jangka Menengah Daerah 2021-2026, serta mencakup enam dimensi: smart economy, smart branding, smart living, smart society, smart environment, dan smart governance. Keterbatasan sistem manajemen risiko saat ini yang hanya fokus pada program unggulan setiap dimensi menciptakan peluang bagi penelitian ini untuk mengembangkan sistem manajemen risiko yang lebih terintegrasi dengan manajemen kinerja, menggunakan metodologi Risk-Based Performance Management dan pendekatan Strategic Objective at Risk yang terdiri dari lima tahapan: penentuan strategic objectives, setting metrics, observe metrics, analyze metrics, dan react. Berdasarkan uji korelasi Pearson, 33 strategic objectives ditetapkan dan divisualisasikan dalam strategy map. Berdasarkan strategic objectives tersebut, telah teridentifikasi 115 risiko yang selanjutnya dinilai berdasarkan kemungkinan dan dampaknya terhadap biaya, mutu, dan waktu, hingga menghasilkan skor risiko dengan kategori moderate, high, dan extreme. Analisis Key Risk Indicator juga dilakukan menggunakan metode Analytical Hierarchy Process untuk menentukan risiko utama yang paling berdampak pada pencapaian sasaran strategis setiap dimensi. Penanganan risiko dilakukan dengan pendekatan risk response berupa treat, transfer, dan terminate, menghasilkan 140 risk controls berupa alternatif upaya penanganan yang lebih terukur. Dengan merangkum dan memvisualisasikan seluruh hasil pengolahan data, risk scorecard menjadi alat untuk mengevaluasi sekaligus mengkomunikasikan sistem integrasi manajemen risiko dan kinerja bagi pemangku kepentingan, sehingga membantu mewujudkan pengelolaan risiko dan pencapaian tujuan pembangunan smart city secara berkelanjutan pada periode 2023-2026.

In the era of digital transformation, smart city accelerates the interaction between governments and communities by leveraging technology to enhance service quality and achieve environmentally, economically, and socially sustainable development goals. The development of Surabaya smart city plays a significant role in improving the quality of life for its citizens while evaluating the performance of the local government. This is based on the strategic planning outlined in the Rencana Pembangunan Jangka Menengah Daerah 2021-2026, and encompasses six dimensions: smart economy, smart branding, smart living, smart society, smart environment, and smart governance. The current limitation of the risk management system, which focuses solely on the quickwin for each dimension, creates an opportunity for this research to develop a more integrated risk management system aligned with performance management. This study applies the Risk-Based Performance Management methodology and the Strategic Objective at Risk approach, which consists of five stages: strategic objectives determination, setting metrics, observe metrics, analyze metrics, and react. Through Pearson’s correlation test, 33 strategic objectives were established and visualized in a strategy map. Based on these strategic objectives, 115 risks were identified and then assessed according to their likelihood and impact on cost, quality, and time, resulting in risk scores categorized as moderate, high, and extreme. Key Risk Indicator analysis was also conducted using the Analytical Hierarchy Process method to determine the primary risks that most significantly affect the achievement of strategic objectives for each dimension. The contingency plan was carried out through risk response approaches, including treat, transfer, and terminate, resulting in 140 risk controls in the form of more measurable mitigation alternatives. By summarizing and visualizing all data processing results, the risk scorecard becomes a tool to evaluate and communicate the integration of risk and performance management systems to stakeholders, thus aiding in the sustainable management of risks and the achievement of smart city development goals during the 2023-2026 period.
