Abstract
Shadow IT (shadow information technology - SIT) merupakan penggunaan aplikasi dan sistem tanpa persetujuan eksplisit dari departemen TI (teknologi informasi). Fenomena ini banyak ditemukan pada lingkup internal organisasi tanpa intensi buruk dari penggunanya. Meskipun Shadow IT dapat mengatasi kebutuhan spesifik dan meningkatkan produktivitas, penggunaannya berisiko menciptakan perceived dependency yang dapat menyebabkan penurunan fleksibilitas operasional. Selain itu, terdapat kontradiksi yang ditemukan pada penelitian terkait dampak positif dan negatif dari penggunaan Shadow IT. Di mana penggunaan Shadow IT dipandang sebagai ancaman terhadap keamanan dan kepatuhan, serta sebagai sumber inovasi dan produktivitas. Adapun penelitian ini mengeksplorasi dampak Shadow IT terhadap perceived dependency dengan membandingkan dampaknya pada Shadow IT dan non-Shadow IT. Penelitian ini menggunakan pendekatan studi kasus, di mana pengumpulan data kualitatif dilakukan dengan wawancara dan observasi kondisi organisasi. Kemudian dilakukan kodifikasi data menggunakan metode open coding untuk mengembangkan model hipotesis dan rekomendasi. Dengan memanfaatkan Work System Theory (WST), penelitian ini mengkaji interaksi antara elemen-elemen dalam sistem kerja yang berkaitan dengan ketergantungan yang ditemukan. Hasil penelitian ini menunjukkan bahwa terdapat enam bentuk perceived dependency antara lain ketergantungan efisiensi proses, kognitif karyawan, kredibilitas TI, kualitas data, aksesibilitas data, dan tidak ada ketergantungan. Adapun penyebab ketergantungan ini berasal dari praktik Shadow IT dan non-Shadow IT yang dikelompokkan menjadi lima praktik sesuai jenis nya yaitu praktik mediating, accompanying, augmenting, automating, dan informing. Penelitian ini juga menemukan bahwa hubungan antara Shadow IT dan non-Shadow IT dalam lingkup perceived dependency sangat kontekstual. Keduanya dapat saling melengkapi atau berjalan independen, tergantung pada kebutuhan penggunaannya. Adapun ketergantungan teknologi yang perlu diperhatikan oleh organisasi adalah ketergantungan terhadap efisiensi proses, dan ketergantungan terhadap kognitif karyawan. Oleh karena itu, penting bagi organisasi untuk mempertimbangkan konteks penggunaan teknologi agar dapat menentukan strategi yang tepat untuk meminimalisir dampak negatif dari ketergantungan teknologi tersebut.

Shadow IT (shadow information technology - S.I.T.) is the use of applications and systems without explicit approval from the IT (information technology) department. This phenomenon is often found in the internal scope of organizations without destructive intensity from its users. Although Shadow IT can address specific needs and increase productivity, the risk of creating perceived dependency can lead to increased costs and decreased operations. However, there are differences in research related to the positive and negative impacts of using Shadow IT. Shadow IT usage is seen as a threat to security and compliance, as well as a source of innovation and productivity. This study explores the impact of Shadow IT on perceived dependency by comparing the perceived dependency relationship between Shadow IT and non-Shadow IT. This study uses a case study approach, which qualitative data will be collected through interviews and observations of organizational conditions. The data were codified using the open coding method to develop hypothesis models and recommendations. Utilizing the Work System Theory (WST), this study examines the interactions between work system elements related to the identified perceived dependency. The findings reveal six forms of perceived dependency: process efficiency, employee cognition, IT credibility, data quality, data accessibility, and absence of dependency. These dependencies stem from both Shadow IT and non-Shadow IT practices, categorized into five types: mediating, accompanying, augmenting, automating, and informing. The study concludes that the relationship between Shadow IT and non-Shadow IT within the context of perceived dependency is highly contextual. They can either complement each other or function independently, depending on their usage requirements. Based on this findings, the technology dependency that organizations need to consider are dependency on process efficiency and cognitive dependency of employees. Therefore, it is crucial for organizations to assess the context of technology usage to devise appropriate strategies for mitigating the negative impacts of these technology dependency.
