Abstract

Dalam beberapa tahun terakhir, sistem pelayanan publik di berbagai negara, termasuk Indonesia, telah mengalami perkembangan signifikan dalam upaya meningkatkan efisiensi, transparansi, dan aksesibilitas. Meskipun adopsi teknologi digital telah memperbaiki banyak aspek prosedur birokrasi, masih terdapat tantangan dalam pelaksanaannya. Penelitian ini bertujuan untuk mengidentifikasi brokerage process dalam dalam layanan publik surat izin mengemudi. Brokerage Process menciptakan terjadinya brokers seringkali berperan sebagai perantara yang memberikan jasanya untuk menguruskan berbagai prosedur, mereka memiliki dampak signifikan terhadap mempercepat proses layanan. Fokus penelitian ini mengetahui Brokerage Process pada pembuatan SIM. Metode penelitian yang digunakan case study research yang dilakukan dengan wawancara, dan observasi terhadap fonemena brokerage process yang terdapat pada proses pembuatan SIM yang melibatkan peran calo dan menggunakan Agency Theory. Penelitian ini akan mengindentifikasi brokerage process pada pembuatan sim dan mengeksplorasi bagaimana keberadaan calo memengaruhi efektivitas dan efisiensi dari prosedur dari layanan pembuatan sim. Studi kasus ini dilakukan pada layanan publik pada pembuatan SIM, dan akan diolah menggunakan open coding. Berdasarkan hasil penelitian didapatkan bahwa terdapat Brokerage Process dalam pembuatan SIM, dimana pada proses yang dilakukan oleh brokers pemohon hanya perlu melakukan tahap foto, dan ditemukan bahwa dari sifat-sifat proses tersebut ialah menggunakna proxy, menggunakan sistem manual, melibatkan third party, proses resmi yang berdurasi panjang, melibatkan identifikasi applicant secara administratif, membutuhkan identitas data applicant, memerlukan identifikasi fisik. Hasil penelitian ini memberikan kontribusi pada pemahaman yang lebih mendalam tentang karakteristik pada Brokerage Process pada proses pembuatan sim baru. Sehingga, penelitian ini dapat memberikan rekomendasi perbaikan untuk Layanan Publik pada pembuatan SIM

In recent years, public service systems in various countries, including Indonesia, have undergone significant developments in efforts to improve efficiency, transparency, and accessibility. Although the adoption of digital technology has improved many aspects of bureaucratic procedures, challenges remain in its implementation. This study aims to identify the brokerage process in the public service for driver's license issuance. The brokerage process often involves brokers acting as intermediaries who offer their services to handle various procedures, significantly impacting the speed of service delivery. This research focuses on understanding the brokerage process in the issuance of driver's licenses. The research method used is a case study, conducted through interviews and observations of the brokerage process phenomenon in the driver's license issuance procedure, which involves the role of intermediaries (brokers) and applies Agency Theory. This study aims to identify the brokerage process in driver's license issuance and explore how the presence of brokers affects the effectiveness and efficiency of the service procedure. The case study is conducted within the public service for driver's license issuance and will be analyzed using open coding. The research findings indicate that a brokerage process exists in driver's license issuance, where applicants using brokers only need to go through the photographing stage. It was also found that the characteristics of this process include the use of proxies, reliance on manual systems, involvement of third parties, lengthy official procedures, administrative identification of applicants, the necessity of applicant identity data, and the requirement for physical identification. The results of this study contribute to a deeper understanding of the characteristics of the brokerage process in the issuance of new driver's licenses. Consequently, this research can provide recommendations for improving public services in the driver's license issuance process.
