Abstract

Pencapaian kinerja produksi Lapangan Tambun Pertamina EP Zona 7 sesuai target yang ditetapkan belum tercapai sepenuhnya, disebabkan penurunan alamiah sumur produksi dan adanya permasalahan kegagalan fasilitas produksi dimana salah satunya adalah kegagalan operasional pada piping system. Penelitian ini bertujuan untuk membuat kerangka manajemen risiko operasional kegagalan piping system dengan mengidentifikasi risiko terkait risk event dan risk agent, menganalisis risiko dengan perhitungan severity, occurance, detection, selanjutnya mengevaluasi risiko dengan penerapan preventive action, dan mengevaluasi residual risk sebagai bahan rekomendasi perbaikan. Menggunakan metode House of Risk for safety, health, and etcetra (HORshe), pada fase 1 diidentifikasi 20 risk event dan 20 risk agent, selanjutnya pada fase dua dengan menggunakan prinsip pareto diperoleh 12 risk agent utama yang diprioritaskan untuk dilakukan preventive action, dan pada fase ketiga diperoleh 12 risk agent tersebut mengalami penurunan yang sangat tinggi pada aggregate risk potential (ARP) sebelumnya setelah dilakukan preventive action dengan sangat efektif. Hasilnya menunjukkan nilai residual risk dengan 5 peringkat teratas antara lain : adanya bangunan di atas ROW piping, kebocoran piping akibat external corrosion, kebocoran piping akibat internal corrosion, piping menyempit akibat scaling, dan fluida crude oil memiliki kadar clorin tinggi. Strategi yang direkomendasikan diharapkan membantu perusahaan dalam pengambilan keputusan serupa pada manajemen operasional fasilitas lain di masa depan.

Production operational performance of Tambun Field Pertamina EP Zona 7 has not been achieved completely caused by natural declining of production wells and some production facilities failure problems which one of them is piping system operation failure. This study aims to develop operational risk management plan for piping system operation failure by identifying risks as related to risk events and risk agents, analyzing risks with counting score of severity, occurance, detection, relation, then evaluating the risks with implementing some preventive actions, then finally evaluating residual risk as improvement recommendation. Using House of Risk for safety, health, and etcetra (HORshe) method, in phase 1 identified 20 risk events and 20 risk agents, then in phase 2 with using pareto principle can be obtained 12 main risk agents have priority to be implemented preventive action, then in phase 3 obtained the 12 risk agent decrease on its aggregate risk potential (ARP) from its beginning number after some preventive actions implemented effectively. The resuts show that residual risk value with the top 5 are : Bulidings existance at piping ROW, piping leak caused by external corrosion, piping leak caused by internal corrosion, narrowing piping caused by scaling, and crude oil characteristic high clorin content. This strategy is expected to assist the company in the same decision making on other facility operational management in the future.
