Abstract
Distribusi pupuk bersubsidi di Indonesia harus mengikuti prinsip 6 (enam) tepat, yaitu tepat jenis, jumlah, harga, tempat, waktu, dan mutu, mulai dari Lini I hingga Lini IV di setiap wilayah distribusi. Namun, sistem distribusi saat ini masih menghadapi berbagai kendala, seperti ketidakefisienan, penurunan utilisasi gudang, serta tingginya biaya distribusi. Selain itu, pengelolaan pupuk defect belum dioptimalkan dengan baik, yang menyebabkan penumpukan produk cacat di gudang distribusi. Penelitian ini bertujuan untuk mengembangkan model integrasi forward dan reverse logistics (IFRL) dalam pengelolaan distribusi pupuk subsidi, dengan mempertimbangkan ketidakpastian (uncertainty) serta kontinuitas penggunaan warehouse dalam forward logistics untuk mendukung reverse logistics dan potensi sharing warehouse. Pendekatan yang digunakan adalah algoritma genetik (metaheuristik) untuk memodelkan IFRL, yang menghasilkan dua output utama: Expected Monetary Value (EMV) sebagai fungsi tujuan dan set solusi optimal (decision variables) untuk mencapai EMV tersebut. Tiga model IFRL dikembangkan dalam penelitian ini: model pertama adalah pemodelan IFRL Individual untuk Petrokimia Gresik (PG) dengan 3 echelon, model kedua untuk pupuk Sriwidjaya Palembang (Pusri) menggunakan 4 echelon, dan model ketiga adalah model kolaborasi IFRL antara PG dan Pusri. Hasil penelitian menunjukkan bahwa pada pemodelan IFRL PG, terdapat 84 Gudang Lini III (45 Gudang Hybrid) yang dapat dioptimalkan dari 102 Gudang eksisting, dengan EMV sebesar Rp 52.411.985.287 per tahun, yang mengalami penurunan 29,27% dibandingkan kondisi eksisting. Pada Pusri, terdapat 19 Gudang Lini III (18 Gudang Hybrid) dari 34 Gudang eksisting yang masih terbuka, dengan penghematan EMV sebesar Rp 51.836.012.002 per tahun, turun 24,76%. Sedangkan pada model kolaborasi IFRL antara PG dan Pusri, EMV yang dihasilkan sebesar Rp 46.928.747.912 per tahun dengan 58 Gudang Lini III (46 Gudang Hybrid) open dari 136 Gudang eksisting, dengan nilai EMV turun sebesar 54,98% dibandingkan dengan pemodelan Individual. Pemodelan kolaborasi ini menunjukkan adanya penggunaan fasilitas gudang bersama yang menghasilkan cost-sharing dalam meningkatkan efisiensi distribusi dan pengelolaan pupuk subsidi.

The distribution of subsidized fertilizer in Indonesia must follow the six correct principles, namely correct type, quantity, price, place, time, and quality, from Line I to Line IV in each distribution area. However, the current distribution system faces several challenges, such as inefficiency, reduced warehouse utilization, and high distribution costs. In addition, the management of defective fertilizers has not been optimized, leading to the accumulation of defective products in distribution warehouses. This study aims to develop a model for integrating forward and reverse logistics (IFRL) in the management of subsidized fertilizer distribution, considering uncertainty factors and the continuity of warehouse usage in forward logistics to support reverse logistics and potential warehouse sharing. The approach used is Genetic Algorithm (metaheuristic) to model IFRL, which produces two main outputs: Expected Monetary Value (EMV) as the Objective Function and a set of optimal solutions (decision variables) to achieve the EMV. Three IFRL models were developed in this study: the first model is an Individual IFRL model for Petrokimia Gresik (PG) with 3 echelons, the second model is an Individual IFRL model for pupuk Sriwidjaya Palembang (Pusri) using 4 echelons, and the third model is a collaborative IFRL model between PG and Pusri. The results show that in the IFRL model for PG, 84 Line III warehouses (45 Hybrid Warehouses) can be optimized from the existing 102 warehouses, with an EMV of IDR 52,411,985,287 per year, showing a 29.27% decrease compared to the existing condition. In the Pusri model, 19 Line III warehouses (18 Hybrid Warehouses) from the existing 34 warehouses remain open, with an EMV saving of IDR 51,836,012,002 per year, a 24.76% decrease. Meanwhile, in the IFRL collaboration model between PG and Pusri, the EMV generated is Rp 46,928,747,912 per year with 58 Line III Warehouses (46 Hybrid Warehouses) open from 136 existing Warehouses, with the EMV value decreasing by 54.98% compared to Individual modeling. This collaboration modeling shows the use of shared warehouse facilities that result in cost-sharing in increasing the efficiency of distribution and management of fertilizer subsidies.
