Abstract

Penelitian ini menganalisis kelayakan investasi prasarana perkeretaapian dengan studi kasus PT. Kereta Api Indonesia (Persero) menggunakan model keputusan investasi yang mengintegrasikan keseimbangan antara aspek finansial dan keselamatan. Aspek finansial yang digunakan meliputi Net Present Value (NPV), Internal Rate of Return (IRR), Payback Period (PP), Profitability Index (PI), dan Benefit Cost Ratio (BCR). Aspek keselamatan dinilai berdasarkan Sistem Manajemen Keselamatan Perkeretaapian (SMKP) yang mencakup kebijakan, perencanaan, pelaksanaan, pemantauan, dan peninjauan. Model keputusan investasi yang dihasilkan adalah y= 0,12s1 + 0,12s2 + 0,08s3 + 0,08s4 + 0,10s5 + 0,12s6 + 0,12s7 + 0,10s8 + 0,08s9 + 0,08s10. Total skor keputusan investasi yang didapatkan sebesar 3,92 menunjukkan bahwa investasi ini layak diterima. Model ini dapat digunakan untuk seluruh jenis usulan investasi prasarana perkeretaapian. Dengan adanya penelitian ini, diharapkan dapat membantu manajemen PT. Kereta Api (Persero) dalam pengambilan keputusan investasi yang lebih tepat, efektif, dan efisien serta dapat digunakan sebagai justifikasi untuk memastikan semua standar keselamatan terpenuhi. Rekomendasi untuk penelitian selanjutnya adalah mengembangkan model keputusan yang lebih dinamis dan dapat disesuaikan dengan perubahan kondisi eksternal seperti perubahan regulasi, kondisi ekonomi, dan teknologi serta pertimbangkan untuk menggunakan metode lain yang relevan untuk memperkaya analisis keputusan investasi.

This study analyzes the feasibility of railway infrastructure investment with a case study of PT. Kereta Api Indonesia (Persero), using an investment decision model that integrates a balance between financial and safety aspects. The financial aspects used include Net Present Value (NPV), Internal Rate of Return (IRR), Payback Period (PP), Profitability Index (PI), and Benefit Cost Ratio (BCR). Safety aspects are assessed based on the Railway Safety Management System (SMKP) which includes policy, planning, implementation, monitoring and reviewing. The resulting investment decision model is y= 0,12s1 + 0,12s2 + 0,08s3 + 0,08s4 + 0,10s5 + 0,12s6 + 0,12s7 + 0,10s8 + 0,08s9 + 0,08s10. The total investment decision score is 3.92 indicating that the investment is feasible. This model can be applied to all types of railway infrastructure investment proposals. This study is expected to assist PT. Kereta Api (Persero) in making investment decisions that are more accurate, effective, and efficient, while also serving as a justification to ensure compliance with established safety standards. Future research is recommended to develop a more adaptable decision-making model that can respond to external factors such as regulatory changes, economic fluctuations, and technological advancements.
Furthermore, incorporating alternative methodologies could provide deeper insights and enhance the robustness of investment decision analysis.
