Abstract
Kondisi topografi pada Pulau Flores yang terdiri dari pegunungan dan lereng curam membatasi aksesibilitas transportasi darat, sehingga konektivitas antarwilayah bergantung pada jaringan pelabuhan. Saat ini, pelabuhan di Flores memiliki peran strategis dalam mendukung distribusi logistik dan mobilitas penduduk. Namun, keterbatasan infrastruktur hinterland dan ketergantungan pada pelabuhan tertentu menciptakan bottleneck logistik. Penelitian ini bertujuan mengembangkan model pelabuhan alternatif sebagai centralized port yang mengintegrasikan semua pelabuhan di Pulau Flores untuk meningkatkan efisiensi logistik dan mendukung pertumbuhan ekonomi. Metode komparasi digunakan untuk membandingkan skenario pengembangan seluruh pelabuhan di wilayah Flores dengan tiga skenario pengembangan pelabuhan tunggal sebagai pusat logistik. Dasar pemilihan centralized port dilakukan berdasarkan indeks konektivitas pelabuhan yang mencakup kapasitas pelabuhan, muatan yang harus dipindahkan, dan lokasi pelabuhan yang strategis. Hasil analisis menunjukkan Pelabuhan Labuan Bajo memiliki nilai indeks konektivitas tertinggi (1.00), diikuti oleh Pelabuhan Ende-Ippi (0.61) dan Pelabuhan Marapokot (0.42). Pelabuhan Labuan Bajo terpilih sebagai centralized port dengan biaya pengembangan sebesar 323 Milliar-Rupiah hingga tahun 2043. Implementasi ini menghasilkan penghematan biaya transportasi sebesar 193 Milliar-Rupiah dengan unit cost Rp 283,932/Ton, lebih rendah 1% dibandingkan kondisi eksisting. Analisis ekonomi menunjukkan Benefit to Cost Ratio (BCR) sebesar 1.34, mengindikasikan manfaat finansial, seperti estimasi pendapatan jasa pelabuhan sebesar 40.4 Milliar-Rupiah per tahun.

The topography of Flores Island, consisting of mountains and steep slopes, limits land transportation accessibility, making regional connectivity reliant on the port network. Currently, ports in Flores play a strategic role in supporting logistics distribution and population mobility. However, limited hinterland infrastructure and dependence on specific ports create logistical bottlenecks. This study aims to develop an alternative port model as a centralized port that integrates all ports in Flores Island to improve logistics efficiency and support economic growth. A comparative method is used to evaluate scenarios for developing all ports in Flores against three scenarios for developing a single port as a logistics hub. The selection of the centralized port is based on the port connectivity index, which includes port capacity, cargo volume to be transferred, and strategic port location. The analysis results indicate that Labuan Bajo Port has the highest connectivity index (1.00), followed by Ende-Ippi Port (0.61) and Marapokot Port (0.42). Labuan Bajo Port is selected as the centralized port, with a development cost of 323 billion Rupiah projected through 2043. This implementation results in transportation cost savings of 193 billion Rupiah, with a unit cost of Rp 283,932 per ton, 1% lower than the existing condition. Economic analysis demonstrates a Benefit to Cost Ratio (BCR) of 1.34, indicating financial benefits, including an estimated port service revenue of 40.4 billion Rupiah annually.
