Abstract
Industri pencairan gas alam merupakan suatu industri dengan aktivitas yang kompleks dan memiliki risiko tinggi berkaitan dengan aspek Health, Safety, Environment (HSE). Risiko tersebut diantaranya adalah kebakaran, ledakan, tumpahan/bocoran, fatality, cacat, luka/cedera, kecelakaan kerja, penyakit akibat kerja, dan pencemaran lingkungan. Salah satu penyebab utama terjadinya kecelakaan besar di industri minyak dan gas adalah kompetensi HSE pekerja yang kurang memadai. Kurangnya kompetensi HSE dapat disebabkan oleh tidak tersedianya sistem yang mengatur pengelolaan dan pengembangan kompetensi dan pelatihan HSE. Penelitian ini bertujuan untuk merancang framework pengembangan sistem kompetensi dan pelatihan aspek HSE bagi pekerja, khususnya di industri pencairan gas alam. Pengumpulan data menggunakan metode wawancara mendalam terhadap sejumlah responden yang memiliki kompetensi yang memadai terkait kompetensi dan pelatihan HSE. Untuk menjamin kredibilitas data, dilakukan interpretasi terhadap hasil wawancara menggunakan metode triangulasi. Studi referensi juga dilakukan dari sumber-sumber tertulis seperti peraturan perundang-undangan, standar, publikasi ilmiah, serta dokumen dan laporan perusahaan. Pada penelitian ini, framework pengembangan sistem kompetensi HSE berhasil dirancang, mencakup (1) identifikasi 22 daftar kompetensi HSE; (2) perumusan level kompetensi HSE (knowledgeable, practitioner, advanced, dan expert); (3) penyusunan 22 kamus kompetensi HSE; dan (4) penyusunan matriks kompetensi HSE untuk 12 divisi/departemen dengan 26 seksi/bagian di dalamnya yang mencakup 280 posisi jabatan yang berbeda. Selanjutnya, pengembangan sistem pelatihan HSE mencakup identifikasi 225 daftar pelatihan HSE dan penyusunan matriks pelatihan HSE untuk 12 divisi/departemen dengan 26 seksi/bagian di dalamnya. Verifikasi dan validasi oleh expert dilakukan untuk memastikan bahwa rancangan sistem kompetensi dan pelatihan HSE telah sesuai dengan persyaratan peraturan perundang-undangan maupun standar dan mampu memenuhi kebutuhan dan harapan perusahaan. Analisis biaya manfaat telah dilakukan dan hasilnya menujukkan bahwa pengembangan kompetensi dan pelatihan HSE direkomendasikan dan layak untuk diterapkan di industri pencairan gas alam.

The natural gas liquefaction is an industry with complex activities and has high risks related to Health, Safety, Environment (HSE) aspects. These risks include fire, explosion, spill/leak, fatality, disability, injury, work accident, work-related disease, and environmental pollution. One of main causes of major accidents in the oil and gas industry is inadequate HSE competency. Inadequate HSE competency may be caused by the unavailability of a system that comprehensively regulates the management and development of HSE competency and training. This research aims to design the development frameworks on HSE competency and training system, especially in the natural gas liquefaction industry. Data is collected using in-depth interview method with several respondents who have adequate competency related to HSE competency and training development. To assure the credibility of data, interpretation of the interview results is carried out using the triangulation method. Reference studies are also carried out from written sources e.g. statutory regulations, standards, scientific publications as well as company’s documents and reports. In this research, development framework on HSE competency system is designed, includes (1) identification of 22 HSE competencies; (2) formulation of HSE competency level (knowledgeable, practitioner, advanced, and expert); (3) development of 22 HSE competency dictionaries; and (4) development of HSE competency matrix for 12 divisions/departments with 26 sections covering 280 different job positions. Then, development of HSE training system includes identification of 225 HSE trainings and development of HSE training matrix for 12 divisions/departments with 26 sections. The development of HSE competency system includes designs of HSE competency register, level, dictionary and matrix. Furthermore, developing HSE training system which includes designs of HSE training register and matrix. Verification and validation by the experts is carried out to ensure that these designs of HSE competency and training system developed are in accordance with the requirements of statutory regulations and standards, and meet the company's needs and expectations. A cost benefit analysis has been carried out and the result shows that HSE competency and training development is recommended and feasible to be implemented in natural gas liquefaction industry.
