Abstract

Aktivitas konstruksi sedang berkembang pesat di Indonesia dan diproyeksikan akan menjadi pasar tertinggi keempat di pasar konstruksi global. Penarikan keputusan bersama pada proyek konstruksi sering kali sulit diambil dalam suatu diskusi antar pemangku kepentingan bersama. Kompleksitas proyek ini sering kali dipersulit oleh perbedaan kepentingan antara pemerintah, akademisi, dan industri, yang berakibat pada lambatnya implementasi dan pencapaian target pembangunan berkelanjutan. Setiap pemangku kepentingan harus menyuarakan strategi inovatif dan pandangannya demi keberhasilan suatu proyek. Produk sistem informasi yang dikembangkan membantu antar pemangku kepentingan mengungkapkan pendapatnya dan mencari nilai yang saling disepakati. Inovasi ini menawarkan pemangku kepentingan mencapai kesepakatan bersama dengan adanya metode koalisi. Meskipun platform ini memiliki potensi untuk dikembangkan menjadi model bisnis yang berkelanjutan, hingga saat ini belum ada kajian komprehensif yang menganalisis potensi bisnis dari sistem informasi tersebut. Oleh sebab itu, penelitian ini bertujuan untuk menganalisis potensi bisnis pada pengembangan sistem informasi pemangku kepentingan bersama untuk mengambil keputusan terhadap proyek konstruksi khususnya energi keberlanjutan dengan metode koalisi. Pendekatan Triple Helix yang melibatkan kolaborasi pemerintah, akademisi, dan pelaku industri diadopsi untuk menciptakan solusi dan inovasi strategis. Dengan menggunakan metode penelitian kualitatif, data dikumpulkan melalui studi literatur, dan wawancara mendalam. Analisis data deskriptif kualitatif diolah menjadi analisis STP (Segmentation, Targeting, Positioning), TOWS (Threats, Opportunities, Weaknesses, Strengths), Value Proposition Design (VPD), dan Business Model Canvas (BMC) untuk membaca peluang bisnis produk sistem informasi. Hasil penelitian menunjukkan bahwa sistem informasi Pemangku Kepentingan Bersama memiliki potensi besar dalam meningkatkan efisiensi, transparansi, dan keberlanjutan dengan fitur seperti manajemen deadlock, analisis trade-off, dan personalisasi antarmuka sesuai peran pemangku kepentingan. Strategi pengembangan sistem difokuskan pada penguatan teknologi berbasis AI, peningkatan partisipasi stakeholder, serta penyesuaian terhadap regulasi. Keseluruhan hasil penelitian diharapkan dapat memberikan panduan strategis potensi bisnis pada sektor industri konstruksi di Indonesia untuk mendukung kolaborasi lintas sektor dalam proyek energi terbarukan di Indonesia.

Construction activities are growing rapidly in Indonesia and are predicted to become the fourth largest market in the global construction market. Joint decision-making on construction projects is often difficult to take in a discussion between stakeholders. The complexity of this project is often complicated by differences in interests between government, academics, and industry, resulting in slow implementation and achievement of sustainable development targets. Each stakeholder must voice innovative strategies and views for the success of a project. The developed information system product helps stakeholders express their opinions and find mutually agreed values. This innovation offers stakeholders to reach a joint agreement with a coalition. Although this platform has the potential to be developed into a sustainable business model, until now there has been no comprehensive study analyzing the business potential of the information system. Therefore, this study aims to analyze the business potential of developing a joint stakeholder information system to make decisions on construction projects, especially sustainable energy, using the coalition method. The Triple Helix approach involving collaboration between government, academics, and industry players was adopted to create strategic solutions and innovations. Using qualitative research methods, data was collected through literature studies, field observations, and in-depth interviews. Qualitative descriptive data analysis is processed into STP (Segmentation, Targeting, Positioning), TOWS (Threats, Opportunities, Weaknesses, Strengths), Value Proposition Design (VPD), and Business Model Canvas (BMC) analysis to read business opportunities for information system products. The results of the study indicate that the Joint Stakeholder information system has great potential in increasing efficiency, transparency, and sustainability with features such as deadlock management, trade-off analysis, and interface personalization according to stakeholder roles. The system development strategy focuses on strengthening AI-based technology, increasing stakeholder participation, and adjusting to regulations.
