Abstract
Pelabuhan Bima merupakan pelabuhan multipurpose yang melayani kegiatan terminal penumpang, Roll On – Roll Off (Ro-Ro), perintis, petikemas, general cargo, curah kering, bag cargo, curah cair, pelayaran rakyat dan hewan. Padatnya kegiatan di Pelabuhan Bima menyebabkan antrean yang cukup panjang terutama pada bulan Maret – November karena berada dalam musim panen dan Idul Adha. Dengan adanya kedatangan kapal penumpang, sering kali kapal yang membawa muatan barang yang sedang melakukan bongkar muat untuk dialihkan kembali ke kolam labuh untuk mengosongkan dermaga. Oleh karena itu, penelitian ini bertujuan untuk melakukan simulasi penataan ulang pelabuhan dengan harapan dapat menyelesaikan masalah tersebut. Penelitian ini menguji tiga skenario utama, yaitu: (1) penghapusan prioritas kapal muatan jagung terhadap muatan semen untuk mengoptimalkan penggunaan dermaga, (2) penambahan satu tambatan khusus kapal penumpang yang terpisah dari Dermaga Nusantara, dan (3) penambahan satu tambatan khusus kapal penumpang di Dermaga Nusantara. Pemilihan skenario didasarkan pada rata-rata waktu tunggu kapal, jumlah antrean kapal, dan rasio WT/BT per kapal. Hasil simulasi dengan rata-rata jumlah antrean kapal per jam terendah adalah dengan skenario 3 dengan rata-rata antrean masing-masing kapal berkurang dari kondisi saat ini sebesar 1 kapal per jam-nya untuk kapal petikemas dan general cargo serta kapal penumpang yang tidak ada antrean di dermaga. Dengan BOR Dermaga Nusantara sebesar 40%, keterpakaian dermaga paling optimal dibanding 2 skenario lainnya.

Bima Port is a multipurpose port that serves various terminal activities, including passenger terminals, Ro-Ro, pioneer shipping, container cargo, general cargo, dry bulk, bag cargo, liquid bulk, traditional shipping, and livestock transportation. The high activity volume at Bima Port results in significant congestion, particularly from March to November, due to the harvest season and Eid al-Adha. The arrival of passenger ships often forces cargo ships that are in the process of unloading to be redirected to the anchorage area to clear the berth. Therefore, this study aims to conduct a simulation of port reorganization to address this issue. This study examines three main scenarios: (1) the removal of priority for corn cargo ships over cement cargo ships to optimize berth utilization, (2) the addition of a dedicated berth for passenger ships separates from Dermaga Nusantara, and (3) the addition of a dedicated berth for passenger ships at Dermaga Nusantara. The selection of scenarios is based on the average waiting time per ship, the number of ships in the queue, and the WT/BT ratio per ship. The simulation results show that the scenario with the lowest average ship queue per hour is Scenario 3, where the queue for container and general cargo ships is reduced by an average of 1 ship per hour compared to the current conditions, while passenger ships experience no queue at the berth. With a Berth Occupancy Ratio (BOR) of 40%, Dermaga Nusantara achieves the most optimal berth utilization compared to the other two scenarios.
