Abstract
PT. PLN (Persero) Unit Pelaksana Pelayanan Pelanggan Bali Timur merupakan unit pelaksana yang melayani pasokan tenaga listrik di 4 kabupaten yang ada di pulau Bali yaitu Kabupaten Gianyar, Kabupaten Klungkung, Kabupaten Bangli dan Kabupaten Karangasem. Histori gangguan (trip) penyulang di UP3 Bali periode tahun 2022 adalah sebanyak 65 kali. Sedangkan pada tahun 2023 sebanyak 308 trip untuk periode semester 1. Mayoritas penyebab gangguan adalah akibat binatang yaitu 115 kali trip atau 37,33 %. Besarnya kali gangguan akibat binatang sangat mempengaruhi keandalan dan kontiniutas pasokan listrik ke pelanggan PLN yang ada di UP3 Bali Timur. Program penurunan gangguan akibat binatang harus dipilih secara terukur berdasarkan kriteria masing – masing. Untuk itu dipakai metode hybrid AHP - TOPSIS untuk memilih program kerja penurunan gangguan binatang serta dengan the 4 disciplines of execution (4DX) untuk memonitoring eksekusinya. Ada 4 alternatif program penurunan gangguan binatang yang diusulkan dan dicari prioritas eksekusinya yaitu: Pemasangan Ijuk, Pemasangan Perisai Binatang, Pemasangan Heatsrink dan Pangkas Pohon. Dari ke empat alternatif tersebut akan dipilih alternatif prioritas atau perangkingan dengan metode Hybrid AHP – TOPSIS, yang dipilih didasarkan dari 4 kriteria yang sudah dipilih dengan metode Delphi yaitu: kemudahan dalam pengerjaan, harga material, efektifitas, dan KWH padam. Program kerja yang terpilih dengan metode Hybrid AHP – TOPSIS adalah Pangkas Pohon. Selanjutnya dengan tools The 4 Disciplines of Execution (4DX) dilakukan monitoring eksekusi selama satu semester ( Januari – Juni 2024), hasilnya berdampak signifikan terhadap penurunan gangguan akibat binatang. Dari awalnya jumlah gangguan akibat binatang 115 kali pada periode semester 1 tahun 2023 turun menjadi 55 kali pada periode semester 1 tahun 2024, dengan penurunan 52,21 % Year of Year (YoY) tahun 2023 dengan 2024.

PT. PLN (Persero) East Bali Customer Service Implementation Unit operates in the area covering four districts in Bali: Gianyar, Klungkung, Bangli, and Karangasem, and is responsible for the electricity supply in these regions. In 2022, the number of disturbances (trips) on the feeders served by this unit was recorded as 65, while in the first semester of 2023, the number increased to 308, with the majority of disturbances caused by animals (37.33% or 115 trips ). These animal-related disturbances disrupt the reliability and continuity of electricity supply to customers in East Bali, so an effective program to reduce these disturbances is necessary. To select the program for reducing animal-related disturbances, a hybrid AHP (Analytic Hierarchy Process) - TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) method was used, prioritizing alternatives based on four criteria: ease of execution, material cost, effectiveness, and KWH outages. The chosen program from this method was "Tree Trimming". To ensure the program runs effectively, the approach of The 4 Disciplines of Execution (4DX) was used for monitoring the program's implementation during the first semester of 2024 (January - June). The results showed a significant impact on reducing animal-related disturbances. In the first semester of 2024, the number of disturbances caused by animals decreased to 55, a reduction of 52.21% compared to the first semester of 2023. Through the implementation of a well-measured program and consistent monitoring, PT. PLN East Bali successfully achieved significant improvement in reducing animal-related power disruptions, resulting in a positive impact on customer service and the reliability of the electricity supply.
