Abstract

Manajemen risiko merupakan aspek utama dalam industri untuk memastikan keamanan, kesehatan, dan kelangsungan operasional. PT Industri Kereta Api (Persero) menghadapi berbagai permasalahan terkait keselamatan dan kesehatan kerja (K3), seperti potensi kecelakaan akibat peralatan berat, paparan bahan berbahaya, dan lingkungan kerja yang dinamis. Permasalahan ini dapat mengakibatkan kerugian baik bagi karyawan maupun perusahaan apabila tidak dikelola dengan baik. Proses HIRADC (Hazard Identification, Risk Assessment, and Determining Control) adalah suatu metode yang dapat digunakan untuk mengidentifikasi potensi bahaya dari suatu pekerjaan, menilai risiko yang timbul, dan menentukan bagaimana mengendalikan setiap risiko tersebut. Penelitian ini bertujuan menerapkan metode HIRADC di PT Industri Kereta Api (Persero) guna mengelola manajemen risiko K3 di lingkungan kerja pabrik kereta api. Langkahlangkah HIRADC yang diterapkan meliputi identifikasi bahaya dengan mengenali dan mencatat potensi bahaya di lingkungan kerja, penilaian risiko dengan mengevaluasi tingkat risiko terkait setiap bahaya, serta penentuan kontrol dengan menetapkan langkah-langkah pengendalian yang tepat. Hasil penelitian menunjukkan bahwa area dengan risiko tertinggi terdapat pada bagian Carbody Assembly dan Steel Work, dengan potensi bahaya utama terkait kecelakaan alat berat dan jatuh dari ketinggian. Berdasarkan hasil penilaian, langkah pengendalian yang diusulkan mencakup peningkatan pelatihan keselamatan, penyediaan alat pelindung diri (APD) yang lebih baik, serta perbaikan prosedur kerja. Hasil penelitian diharapkan dapat menjadi panduan yang efektif bagi PT Industri Kereta Api (Persero) dalam mengelola risiko K3, meningkatkan efektivitas langkah pengendalian, dan memastikan kepatuhan terhadap standar keselamatan industri, sehingga dapat meminimalkan kecelakaan kerja dan kerugian operasional.

Risk management is a key aspect in industry to ensure safety, health, and operational continuity. PT Industri Kereta Api (Persero) faces various problems related to occupational safety and health (K3), such as potential accidents due to heavy equipment, exposure to hazardous materials, and a dynamic work environment. These problems can result in losses for both employees and the company if not managed properly. The HIRADC (Hazard Identification, Risk Assessment, and Determination Control) process is a method that can be used to identify potential hazards from a job, assess the risks that arise, and determine how to control each risk. This study aims to apply the HIRADC method at PT Industri Kereta Api (Persero) to manage K3 risk management in the railway factory work environment. The HIRADC steps implemented include identifying hazards by recognizing and recording potential hazards in the work environment, assessing risks by distributing the level of risk associated with each hazard, and determining control by establishing appropriate control measures. The results of the study indicate that the areas with the highest risk are in the Carbody Assembly and Steel Work sections, with the main potential hazards related to heavy equipment accidents and falls from a height. Based on the assessment results, the proposed control measures include improving training safety, providing better personal protective equipment (PPE), and improving work procedures. The expected research results can be an effective guide for PT Industri Kereta Api (Persero) in managing K3 risks, increasing the effectiveness of control measures, and ensuring that industrial safety standards are met, so as to minimize work accidents and operational losses.
