Abstract

Gangguan sistem transmisi listrik dapat berakibat pemadaman total (blackout) yang tentunya akan mengakibatkan kerugian bagi para pelanggan serta perusahaan PT PLN (Persero) UIP3B Kalimantan. Peta kerawanan sistem interkoneksi Kalimantan menunjukkan bahwa Line Barikin – Tanjung merupakan daerah rawan karena pada Line tersebut merupakan titik pertemuan antara pembangkit besar serta koneksi untuk Line transmisi Kalimantan Selatan, Kalimantan Tengah dan Kalimantan Timur. ADS menggunakan sistem technology 4.0 yang menggabungkan antara sistem SCADA, Proteksi dan IT yang memerlukan biaya yang cukup mahal dan telah di implementasikan pada semester 2 tahun 2018 yang perlu diuji efektivitasnya sehingga perusahaan dapat mempertimbangkan penambahan untuk implementasi maupun pengembangan ADS pada ruas kerawanan lain. Pengujian efektivitas ADS dilakukan menggunakan forecasting ARIMA. Adapun ukuran efektivitas ADS yang digunakan adalah jumlah gangguan, durasi gangguan, dan Energy not Served (ENS). Hasil penelitian menunjukkan bahwa penggunaan ADS menurunkan jumlah gangguan sebanyak 70,99%, durasi gangguan sebanyak 68,01% dan ENS sebanyak 70,46%. Apabila implementasi ADS dilanjutkan pada periode 2023 – 2026 maka jumlah gangguan akan turun 66,70%, durasi gangguan 46,91%, dan ENS 45,98%. Hasil perhitungan dampak implementasi ADS secara finansial menunjukan adanya penurunan 65% total kerugian akibat ENS, sedangkan apabila diteruskan pada tahun 2023 – 2026, kerugian akan menurun sebesar 59%.

The disruption of the electricity transmission system can lead to a total blackout, resulting in losses for both customers and PT PLN (Persero) UIP3B Kalimantan company. The vulnerability map of the Kalimantan interconnection system indicates that the Barikin - Tanjung Line is particularly vulnerable due to this transmission line is a crucial junction connecting major power plants to the transmission lines of South Kalimantan, Central Kalimantan, and East Kalimantan. Adaptive Defense Schemes (ADS) is an adaptive protection system that dynamically implements load shedding to reduce the risk of blackouts. ADS employs a Technology 4.0 system that integrates SCADA, protection, and IT systems, necessitating substantial costs. The effectiveness of ADS is assessed using ARIMA forecasting. The metrics used to calculate ADS effectiveness is total disturbance, disturbance duration, and Energy not Served (ENS). Research result shows that ADS implementation reducing total disturbance as much as 70,99%, disturbance duration 68,01%, and ENS 70,46%. And if the in the period of 2023 – 2026 ADS is still implemented, then the reduction become 66,70% for total disturbance, 46,91% disturbance duration, and 45,98% ENS. The result of ADS implementation impact in financial sector shows the reduction of 65% of company potential loss in effect of disturbance in transmission system, and also in the period of 2023 – 2026 where the ADS is still implemented, then the company could reduce 59% of its potential loss because of the disturbance in the transmission system.
