Abstract

Penelitian ini mengkaji pengembangan bisnis model pengolahan sampah berbasis masyarakat di TPST Desa Tambakrejo, Kabupaten Sidoarjo. Fokus penelitian ini adalah peran PT. Pilah Olah Lestari Indonesia (POL-In) dalam melakukan pengembangan bisnis model di TPST Tambakrejo melalui peningkatan tingkat daur ulang sampah dengan menerapkan faktor daur ulang (Recycling Factor). Faktor-faktor yang mempengaruhi tingkat daur ulang sampah, seperti kebijakan pemerintah, kesadaran masyarakat, infrastruktur pengolahan sampah, dan ketersediaan pasar produk daur ulang. Metode penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Data diperoleh melalui in-depth semi-structured interview kepada 25 responden pelanggan layanan, internal TPST Tambakrejo meliputi seluruh pekerja dan pengurus, Pemerintah Desa Tambakrejo, serta 3 expert judgement. Data diperoleh melalui wawancara, observasi lapangan, dan analisis dokumen terkait pengolahan sampah. Data dianalisis menggunakan analisis komparatif, Design Thinking, Value Proposition Canvas (VPC), dan Business Model Canvas (BMC). Dari penelitian ini, dihasilkan rancangan pengembangan model bisnis TPST Tambakrejo guna membantu TPST Tambakrejo dalam mempertahankan operasional pengelolaan sampah. Terdapat beberapa implikasi manajerial yang dapat diterapkan oleh TPST Tambakrejo dengan tujuan mempertahankan operasional sehingga menekan pengeluaran dan pendapatan dapat meningkat. Implikasi manajerial tersebut adalah optimalisasi pemilahan dan pemanfaatan residu sehingga mengurangi beban biaya pembuangan ke Tempat Pemrosesan Akhir (TPA).

This study examines the development of a community-based waste management business model at the Integrated Waste Management Site (TPST) in Tambakrejo Village, Sidoarjo Regency. The research focuses on the role of PT. Pilah Olah Lestari Indonesia (POL-In) in developing the business model at TPST Tambakrejo by improving the recycling rate through the application of the Recycling Factor. Factors influencing the recycling rate, such as government policies, community awareness, waste management infrastructure, and the availability of markets for recycled products, are also discussed. The research employs a qualitative approach with a case study method. Data were collected through in-depth semi-structured interviews with 25 respondents, including service customers, TPST Tambakrejo staff and management, the Tambakrejo Village Government, and three expert judges. Data collection methods included interviews, field observations, and document analysis related to waste management. The data were analyzed using comparative analysis, Design Thinking, Value Proposition Canvas (VPC), and Business Model Canvas (BMC). The study resulted in a business model development design for TPST Tambakrejo to support its operational sustainability. Several managerial implications are suggested for TPST Tambakrejo, aimed at sustaining operations while reducing expenses and increasing revenue. These include optimizing waste sorting and residue utilization to minimize disposal costs at the Final Processing Site (TPA).
