Abstract

Penerapan keselamatan kerja yang buruk dapat merusak sistem manajemen di lapangan yang terkait meliputi perencanaan, tanggung jawab, pelaksanaan, prosedur, proses, dan sumber daya yang dibutuhkan bagi penerapan, pencapaian, pengkajian dan pemeliharaan keselamatan dan kesehatan kerja (K3). Dasar hukum pada kesehatan & keselamatan kerja diatur dalam Undang-undang RI Nomor 1 Tahun 1970 tentang keselamatan kerja mengatur hal-hal yang lebih umum tentang keselamatan kerja dan pada pedoman Sistem Management Keselamatan Kontruksi (SMKK) sesuai dengan peraturan Permen PUPR No 10/PRT/M/2021. Penelitian ini memiliki tujuan untuk menganalisis dan merencanakan Sistem Manajemen Keselamatan Konstruksi (SMKK) pada Proyek Pembangunan Jalan Toll Probolinggo – Banyuwangi Paket 2 (Kraksaan – Besuk ). Didalam penyusunan Proyek Akhir ini menggunakan metode HIRARC ( Hazard Identification Risk Assessment Risk Control )untuk mengidentifikasi bahaya dan risiko yang terdapat pada pekerjaan proyek ini. Berdasarkan hasil analisis risiko bahaya pada seluruh pekerjaan di proyek Tol Probowangi Paket 2, ditemukan 247 potensi risiko bahaya, yang terdiri dari 59 risiko rendah, 165 risiko sedang, dan 23 risiko tinggi. Tingkat risiko proyek ini, sesuai dengan Permen PUPR No. 10 Tahun 2021, dikategorikan sebagai risiko tinggi berdasarkan perbandingan antara durasi pekerjaan dan nilai kontrak. Rencana anggaran biaya SMKK menggunakan Permen PUPR No. 8 Tahun 2023 sebesar Rp.17.239.000.000 jika dibandingkan dengan nilai proyek yang ditinjau maka presentase yang didapat yaitu 1.5% dari nilai proyek.==

Poor implementation of occupational safety can damage the management system in the relevant field including planning, responsibility, implementation, procedures, processes and resources needed for the implementation, achievement, assessment and maintenance of occupational safety and health (K3). The legal basis for occupational health & safety is regulated in Republic of Indonesia Law Number 1 of 1970 concerning occupational safety regulating more general matters regarding occupational safety and in the Construction Safety Management System (SMKK) guidelines in accordance with PUPR Ministerial Regulation No. 10/PRT/ M/2021. This research aims to analyze and plan the Construction Safety Management System (SMKK) on the Probolinggo – Banyuwangi Toll Road Construction Project Package 2 (Kraksaan – Besuk). In preparing this Final Project, the HIRARC (Hazard Identification Risk Assessment Risk Control) method was used to identify the hazards and risks contained in this project work. Based on the results of the hazard risk analysis of all work on the Probowangi Package 2 Toll Road project, 247 potential hazard risks were found, consisting of 59 low risks, 165 medium risks and 23 high risks. The risk level of this project is in accordance with PUPR Ministerial Regulation No. 10 of 2021, is categorized as high risk based on a comparison between the duration of the work and the contract value. The SMKK budget plan uses PUPR Ministerial Regulation No. 8 of 2023 amounting to IDR 17.239.000.000 if compared with the project value being reviewed, the percentage obtained is 1.5% of the project value.
