Abstract

Jalan tol memainkan peran penting dalam meningkatkan konektivitas dan mendorong pertumbuhan ekonomi dengan mempercepat mobilitas antar wilayah. PT Waskita Toll Road telah mengembangkan proyek jalan tol Cimanggis-Cibitung sebagai bagian dari upaya ini, ditujukan untuk kendaraan roda empat atau lebih. Penentuan tarif tol tidak hanya mempertimbangkan aspek finansial dari penyedia layanan, tetapi juga kemampuan dan kemauan pengguna untuk membayar. Dalam konteks ini, tiga elemen utama, yaitu Ability to Pay (ATP), Willingness to Pay (WTP), dan penghematan Biaya Operasional Kendaraan (BOK) yang dihitung menggunakan metode Jasamarga, menjadi faktor kritis dalam menetapkan tarif yang adil dan berkelanjutan. Penelitian ini mengeksplorasi hubungan antara ketiga elemen tersebut dan dampaknya terhadap tarif tol yang optimal. Pengumpulan data dilakukan dengan metode Stated Preference dan menggunakan teknik Purposive Sampling. Dalam penelitian ini, Output data yang dihasilkan adalah nilai rata-rata ATP dan WTP untuk tarif tol sebesar Rp51.451,37 dan Rp45.402,26, kemudian didapatkan tarif tol yang berlaku adalah sebesar 68,35% dari nilai Besar Keuntungan Biaya Operasional Kendaraan (BKBOK) yang bernilai Rp88.518,47/km.

Toll roads play an important role in enhancing connectivity and driving economic growth by accelerating interregional mobility. PT Waskita Toll Road has developed the Cimanggis-Cibitung toll road project as part of this effort, intended for four-wheeled vehicles or more. Toll rate determination not only takes into account the financial aspects of the service provider but also the ability and willingness of users to pay. In this context, three main elements, namely Ability to Pay (ATP), Willingness to Pay (WTP), and savings in Vehicle Operating Costs (VOC) calculated using the Jasamarga method, become critical factors in setting a fair and sustainable rate. This study explores the relationship between these three elements and their impact on the optimal toll rate. Data collection was conducted using the Stated Preference method and the Purposive Sampling technique. In this study, the output data produced are the average values of ATP and WTP for toll rates amounting to 51,451.37 IDR and 45,402.26 IDR, respectively. Furthermore, the applicable toll rate is determined to be 68.35% of the Vehicle Operational Cost Benefit (BKBOK) value, which is Rp88,518.47/km.
