Abstract
Pasar Blauran Surabaya memiliki potensi pengembangan pariwisata gastronomi yang didukung dengan adanya arahan kebijakan mengenai pengembangan pariwisata kuliner di Kawasan Pasar Blauran Kota Surabaya. Penelitian ini bertujuan untuk merumuskan strategi pengembangan pariwisata gastronomi di Kawasan Pasar Blauran Kota Surabaya. Dalam penelitian ini, digunakan metode analisis campuran (mixed method) melalui metode content analysis, IFAS, EFAS, dan SWOT. Metode content analysis digunakan untuk mengidentifikasi faktor internal dan faktor eksternal pengembangan pariwisata gastronomi di Kawasan Pasar Blauran Surabaya. Setelah faktor internal dan eksternal diidentifikasi, dilakukan perhitungan IFAS EFAS untuk merumuskan strategi pengembangan pariwisata gastronomi di Kawasan Pasar Blauran Surabaya berdasarkan SWOT. Pengumpulan data sebagai input analisis penelitian dilakukan dengan metode observasi, wawancara, dan penyebaran kuesioner kepada stakeholder yang dipilih metode purposive sampling. Hasil penelitian menunjukkan bahwa terdapat 11 faktor strengths, 7 faktor weaknesses, 5 faktor opportunities, dan 3 faktor threats pengembangan pariwisata gastronomi di Kawasan Pasar Blauran Surabaya. Berdasarkan faktor-faktor SWOT tersebut, dirumuskan 19 strategi pengembangan pariwisata gastronomi di Kawasan Pasar Blauran Surabaya.

Surabaya Blauran Market has the potential for gastronomic tourism development supported by the existence of policy directives regarding the development of culinary tourism in the Surabaya City Blauran Market Area. This research aims to formulate a gastronomic tourism development strategy in the Blauran Market Area of Surabaya City. In this research, a mixed method analysis was used through Content Analysis, IFAS, EFAS, and SWOT methods. Content Analysis is used to identify internal factors and external factors of gastronomy tourism development in Surabaya's Blauran Market Area. After the internal and external factors were identified, IFAS EFAS calculations were carried out to formulate a gastronomy tourism development strategy based on SWOT. Data collection as input for research analysis was carried out using observation, interview, and questionnaire distribution to stakeholders selected by purposive sampling method. The results showed that there were 11 strengths factors, 7 weaknesses factors, 5 opportunities factors, and 3 threats factors of gastronomy tourism development in Surabaya's Blauran Market Area. Based on these SWOT factors, a gastronomic tourism development strategy can be formulated in the Surabaya Blauran Market Area.
