Abstract

Proyek jalan tol yang menjadi fokus perhatian penulis adalah Proyek Tol Solo – Jogja – Nyia Kulon Progo Paket 2.2 : Monjali – Gamping. Mengingat besar nya nilai kontrak proyek yaitu Rp 1.330.738.060.092,96,- diperlukan adanya analisa kinerja biaya dan waktu untuk digunakan sebagai dasar pengendalian. Dalam menghitung analisa kinerja biaya dan waktu digunakan metode Earned Value Analysis (EVA). Metode EVA digunakan untuk mengukur dan mengevaluasi kemajuan proyek berdasarkan nilai pekerjaan yang telah diselesaikan dibandingkan dengan anggaran dan waktu yang direncanakan. Hasil analisa yang dilakukan pada tinjauan terakhir yaitu minggu ke-55 menunjukkan biaya yang dikeluarkan lebih besar dari biaya yang telah dianggarkan diawal berdasarkan nilai Cost Performance Index (CPI) sebesar 0,982. Namun dari segi waktu pelaksanaan lebih cepat dari jadwal rencana yaitu berdasarkan nilai Schedule Performance Index (SPI) sebesar 107. Biaya akhir proyek selesai berdasarkan tinjauan akhir minggu ke-55 sebesar Rp1.338.273.017.052 dengan perkiraan waktu penyelesaian proyek 105 minggu. Pembengkakan proyek disebabkan oleh beberapa faktor seperti kerusakan alat berat yang berdampak pada pengangkutan material, perubahan desain, keterlambatan material, proses approval pekerjaan.

The toll road project that is the focus of the author's attention is the Solo – Jogja – Nyia Kulon Progo Toll Road Project Package 2.2: Monjali – Gamping. Considering the large value of the project contract, namely IDR 1,330,738,060,092.96,- it is necessary to have a cost and time performance analysis to be used as a basis for control. In calculating cost and time performance analysis, the Earned Value Analysis (EVA) method is used. The EVA method is used to measure and evaluate project progress based on the value of work completed compared to the planned budget and time. The results of the analysis carried out at the last review, namely week 55, showed that the costs incurred were greater than the costs that had been budgeted at the beginning based on the Cost Performance Index (CPI) value of 0.982. However, in terms of implementation time, it is faster than the planned schedule, namely based on the Schedule Performance Index (SPI) value of 107. The final cost of the completed project based on the review at the end of the 55th week is IDR 1,338,273,017,052 with an estimated project completion time of 105 weeks. Project swelling is caused by several factors such as heavy equipment damage which has an impact on material transportation, design changes, material delays, work approval processes
