Abstract
Terminal Roro Jamrud Surabaya merupakan Pelabuhan yang melayani kapal roro dan penumpang yang fokusnya pada kapal roro. Seperti Pelabuhan pada umumnya terminal roro mempunyai parameter fasilitas terminal yaitu ruang tunggu kendaraan yang harus disediakan. Terdapat permasalahan pada terminal Jamrud yaitu parkir kendaraan truk sembarangan di depan gate utama Pelabuhan. Saat ini, masalah antrian truk di Terminal RoRo Jamrud Surabaya menjadi perhatian utama, terutama pada jam-jam sibuk ketika lonjakan kedatangan truk menyebabkan waktu tunggu yang signifikan dan penurunan efisiensi operasional. Kondisi ini diperburuk oleh distribusi kedatangan truk yang tidak merata serta kapasitas terminal yang terbatas dalam menangani volume tinggi kendaraan. Untuk mengatasi masalah ini, metode perhitungan utilitas fasilitas terminal, seperti utilitas dermaga dan gedung penumpang, dapat digunakan untuk mengidentifikasi tingkat penggunaan fasilitas secara kuantitatif. Selain itu, pendekatan simulasi diskrit diterapkan untuk memodelkan proses antrian secara dinamis, memungkinkan evaluasi skenario operasional dan optimasi jadwal keberangkatan kapal serta distribusi truk. Kombinasi kedua metode ini diharapkan mampu memberikan solusi yang lebih efektif untuk mengurangi waktu kapal sandar, meningkatkan efisiensi terminal, dan memastikan kelancaran operasional di Terminal RoRo Jamrud Surabaya. Dengan hasil skenario ideal mampu mengurangi antrian truk sebanyak 25 truk dan mampu mempercepat lama sandar kapal dengan rata-rata jam sandar selama 5 jam. Total hasil yang digunakan untuk memperluas lahan RTK 2 sebesar Rp 164 milyar dengan asumsi tarif per lembar truk Rp 29.000,00

Terminal Roro Jamrud Surabaya is a port that serves roro ships and passengers that focus on roro ships. Like the port in general, the roro terminal has a terminal facility parameter, namely the vehicle waiting room that must be provided. There is a problem at the Jamrud terminal which is the indiscriminate parking of truck vehicles in front of the main gate of the Port. Currently, the problem of truck queuing at the Jamrud Surabaya RoRo Terminal is a major concern, especially during peak hours when a surge in truck arrivals causes significant waiting times and decreased operational efficiency. This condition is exacerbated by the uneven distribution of truck arrivals as well as the limited capacity of the terminal in handling high volumes of vehicles. To address these issues, a method of calculating the utility of terminal facilities, such as the utilities of docks and passenger buildings, can be used to quantitatively identify the level of facility utilization. In addition, a discrete simulation approach is applied to dynamically model the queuing process, enabling the evaluation of operational scenarios and optimization of vessel departure schedules and truck distribution. The combination of these two methods is expected to provide a more effective solution to reduce vessel berthing time, improve terminal efficiency, and ensure smooth operations at Surabaya's Jamrud RoRo Terminal. With the results of the ideal scenario, it was able to reduce the queue of trucks by 25 trucks and was able to accelerate the length of ship berthing with an average berthing time of 5 hours. The total proceeds used to expand the RTK 2 land amounted to Rp 164 billion with the assumption of the rate per truck sheet of Rp 29,000.00.
