Abstract

The revitalisation of Surabaya's Old Town European Quarter has increased its attractiveness as a historical and cultural destination, necessitating the evaluation of tourist trails to ensure optimal functionality. This research integrates expert knowledge in evaluating the framework of tourist trails based on pre-defined variables, providing insights for sustainable development. Research data was obtained through in-depth interviews and questionnaires with experts in tourism, history, and culture. Determination of the main variables used Fuzzy Delphi Method (FDM) with a scale of 7 on the questionnaire to obtain consensus from the experts. Furthermore, the Weighted Linear Combination (WLC) method was applied to calculate the final score of each tourist path based on the evaluation of the predetermined variables. The results showed that the cultural and historical tourism routes that reached the ‘very feasible’ category were Walking Tour Route 1, Walking Tour Route 2, and Jeep Tour Route, while Walking Tour Route 3 was categorised as ‘not feasible.’ The results of this study form the basis for periodic post-revitalisation evaluations, providing important input for government monitoring and decision-making in enhancing the tourism potential of the area.
