Abstract
Usaha percepatan penciptaan lapangan kerja dan pembangunan perekonomian di provinsi Jawa Timur, mendorong JIIPE (Java Integrated Industrial & Ports Estate) untuk ditetapkan sebagai Kawasan Ekonomi Khusus (KEK) Gresik melalui Peraturan Pemerintah (PP) Republik Indonesia Nomor 71 Tahun 2021 tentang Kawasan Ekonomi Khusus Gresik . Meningkatnya volume kargo dan kegiatan ekspor-impor yang memerlukan infrastruktur yang handal dan efisien menjadi sebab investasi dalam pengembangan fasilitas pelabuhan. Adanya kebutuhan pengembangan menimbulkan kecenderungan para tenant yang berada di Kawasan Ekonomi Khusus JIIPE untuk berinvestasi pada fasilitas-fasilitas pelabuhan untuk keperluannya sendiri demi menunjang peningkatan arus barangnya. Namun, dalam dunia logistik dan pelabuhan, tingkat efisiensi investasi sangat dipengaruhi oleh jumlah muatan yang akan ditangani. Melalui penelitian ini, diharapkan dapat dihasilkan menjadi solusi strategis untuk menjalankan kegiatan logistik dengan biaya investasi yang lebih rendah. Metode yang digunakan adalah Internal Rate of Return, Net Present Value dan Analisa Sensitivitas yang bertujuan untuk menghasilkan bentuk kerjasama yang layak dan optimal bagi kedua pihak. Perancangan model ini menggunakan 2 (dua) skenario yaitu Non-Kerjasama Alat dan kerjasama investasi Alat oleh tenant. Dari keseluruhan hasil perhitungan dan perbandingan skenario, skenario kerjasama alat menjadi opsi yang optimal karena dapat mengurangi beban biaya operator pelabuhan pada seluruh fasilitas kerjasama sebesar rata-rata 3%, serta memberi keuntungan pengguna yang bekerjasama sebesar rata-rata 15%.

Due to accelerate job creation and economic development in the province of East Java have encouraged JIIPE (Java Integrated Industrial & Ports Estate) to be designated as the Gresik Special Economic Zone (KEK) through Government Regulation (PP) of the Republic of Indonesia Number 71 of 2021 concerning the Gresik Special Economic Zone . The increasing volume of cargo and export-import activities that require reliable and efficient infrastructure are reasons for investment in developing port facilities. The need for development gives rise to a tendency for tenants in the JIIPE Special Economic Zone to invest in port facilities for their own needs to support the increase in the flow of goods. However, in the world of logistics and ports, the level of investment efficiency is greatly influenced by the amount of cargo to be handled. Through this research, it is hoped that a strategic solution can be produced to carry out logistics activities with lower investment costs. The methods used are Internal Rate of Return, Net Present Value and Sensitivity Analysis which aims to produce a form of cooperation that is feasible and optimal for both parties. The design of this model uses 2 (two) scenarios, namely Non-Cooperation in Equipment and Cooperation in Equipment Investment by Tenants. The Cooperation Scenario is the optimal option because it can reduce the cost burden of port operators for all cooperated facilities by an average of 3%, as well as provide benefits to collaborating users by an average of 15%.
