Abstract

Desa Kendawangan Kanan, Kecamatan Kendawangan memiliki lokasi yang sulit dijangkau oleh sistem besar kelistrikan Ketapang karena lokasinya dipisahkan oleh sungai dengan lebar 1,1 km dan saat ini masih menikmati akses kelistrikan 12 jam dengan suplai system isolated atau terpisah dengan system besar sehingga perlu dibangun kabel dibawah sungai yang tentunya memiliki potensi risiko yang besar. Penelitian ini berfokus pada analisis risiko proyek penggelaran kabel sungai dengan tujuan untuk mengidentifikasi risiko apa saja yang dapat timbul dan tingkatnya dampak dari risiko yang terjadi, dan mitigasinya. Metode yang digunakan adalah Failure Mode and Effect Analysis (FMEA) dengan Focus Group Discussion (FGD) bersama karyawan PLN Kalimantan Barat yang berpengalaman lebih dari 5 tahun. Hasil penelitian mengidentifikasi sembilan faktor risiko, di mana tujuh risiko harus dikurangi, termasuk kesalahan metode kerja, kesulitan perizinan, perubahan regulasi, hukum adat, manajemen keuangan yang buruk serta kondisi keuangan pihak ketiga dan kecelakaan kerja. Sementara itu, dua risiko diterima, yaitu perubahan konstruksi selama proyek dan sulitnya akses lokasi proyek. Penelitian ini memberikan rekomendasi mitigasi risiko untuk meningkatkan keberhasilan proyek.

Kendawangan Kanan Village, Kendawangan District has a location that is difficult to reach by the large Ketapang electricity system because the location is separated by a river with a width of 1.1 km and currently still enjoys 12 hour electricity access with an isolated system supply or separate from the large system so it is necessary to build cables below rivers which of course have great potential risks. This research focuses on risk analysis of river cable deployment projects with the aim of identifying what risks may arise and the level of impact of the risks that occur, and mitigating them. The method used is Failure Mode and Effect Analysis (FMEA) with Focus Group Discussion (FGD) with PLN West Kalimantan employees who have more than 5 years of experience. The research results identified nine risk factors, of which seven risks must be reduced, including work method errors, licensing difficulties, changes in regulations, customary law, poor financial management as well as third party financial conditions and work accidents. Meanwhile, two risks are accepted, namely construction changes during the project and difficulty in accessing the project site. This research provides risk mitigation recommendations to increase project success.
