Abstract
Sebagai rumah sakit milik Pemerintah Propinsi Jawa Timur, Rumah Sakit Umum (RSU) Haji dituntut untuk melayani masyarakat dengan optimal. Salah satu usahanya dengan menggunakan Sistem Informasi dan Teknologi Informasi (SVTI). Namun demikian sampai saat ini penggunaannya sekedar memenuhi operasional semata, belum diselaraskan dengan strategi bisnisnya. Oleh karena itu perlu adanya Perencanaan Strategis Sistem Informasi (SI) bagi RSU Haji Surabaya. Proses perencanaan SI dilakukan dengan analisis lingkungan intemaVekstemal bisnis dan SVTI. Selanjutnya dilakukan analisa kekuatan bersaing, analisa SWOT, analisa value chain dan analisa critical success factors (CSFs). Analisa-analisa tersebut menghasilkan aktivitas pokok, yang kemudian menimbulkan kebutuhan informasi dan potensi aplikasinya. Berdasarkan portofolio aplikasi, diformulasikan strategi manajemen SIITI. Perencanaan strategi SI di RSU Haji ini memperoleh 26 Sistem Informasi, salah satunya Sistem Informasi Manajemen Kontrol yang bersifat strategis dengan harapan memberikan keuntungan kompetitif bagi RSU Haji

As a hospital owned by the East Java Provincial Government, the Haji General Hospital (RSU) is required to serve the community optimally. One of its efforts is by using the Information System and Information Technology (SVTI). However, until now its use has only been used to meet operational needs, and has not been aligned with its business strategy. Therefore, there needs to be a Strategic Planning of Information Systems (IS) for RSU Haji Surabaya. The IS planning process is carried out by analyzing the internal and external business environment and SVTI. Furthermore, a competitive strength analysis, SWOT analysis, value chain analysis and critical success factors (CSFs) analysis are carried out. These analyses produce main activities, which then give rise to information needs and their potential applications. Based on the application portfolio, the SIITI management strategy is formulated. The IS strategic planning at RSU Haji obtained 26 Information Systems, one of which was the Strategic Control Management Information System with the hope of providing competitive advantages for RSU Haji
