Abstract
Pariwisata berbasis alam memiliki potensi untuk mendukung pembangunan desa melalui keterlibatan aktif masyarakat dengan tetap memperhatikan kearifan lokal. Desa Ketapanrame, Kabupaten Mojokerto, adalah salah satu wilayah yang memanfaatkan potensi alam untuk mengembangkan wisata berbasis Community-Based Tourism, melalui Wisata Sawah Sumber Gempong di Dusun Sukorame. Penelitian ini bertujuan untuk mengetahui peran dan strategi Kepala Desa Ketapanrame dalam pengembangan Wisata Sawah Sumber Gempong berbasis Community-Based Tourism dan mengetahui tantangan yang dihadapi Kepala Desa Ketapanrame dalam pengembangan Wisata Sawah Sumber Gempong berbasis Community-Based Tourism. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan studi kasus, dengan informan utama Kepala Desa Ketapanrame dan informan pendukung yaitu Ketua Unit Usaha Wisata BUMDesa Mutiara Welirang, Ketua Kelompok Sadar Wisata Rakasiwi, serta masyarakat tani dan pedagang di Wisata Sawah Sumber Gempong. Hasil penelitian menunjukkan Kepala Desa Ketapanrame menjalankan tiga peran utama yaitu sebagai mobilisator masyarakat, penghubung eksternal dan kolaborator antarpimpinan Desa Ketapanrame. Peran mobilisator diwujudkan dengan strategi komunikasi, pembentukan Pokdarwis Rakasiwi dan menggerakkan masyarakat untuk mengisi ruang usaha wisata. Peran sebagai penghubung eksternal dijalankan dengan menjalin kerja sama bersama perguruan tinggi, instansi pemerintah, dan lembaga keuangan dalam bidang pelatihan, pendanaan, dan promosi. Peran sebagai kolaborator dilakukan dengan mendorong koordinasi dan membangun kepercayaan antara unit usaha wisata BUMDesa Mutiara Welirang dan Pokdarwis Rakasiwi. Dalam proses pengembangan wisata, Kepala Desa Ketapanrame menghadapi tantangan internal dan eksternal. Tantangan internal meliputi keterbatasan keterampilan, kurangnya kesadaran masyarakat terhadap peluang ekonomi dan kebersihan lingkungan, persaingan lokal, serta ketergantungan pada figur Kepala Desa Ketapanrame. Sementara itu, tantangan eksternal mencakup keberlanjutan dukungan pihak luar dan meningkatnya persaingan destinasi wisata di luar Desa Ketapanrame.

Nature-based tourism has the potential to support village development through active community involvement while still paying attention to local wisdom. Ketapanrame Village, Mojokerto Regency, is one of the areas that utilizes natural potential to develop Community-Based Tourism, through Sumber Gempong Rice Field Tourism in Sukorame Hamlet. This study aims to determine the role and strategy of the Ketapanrame Village Head in the development of Community-Based Tourism and the challenges faced by the Ketapanrame Village Head in the development of Community-Based Tourism. The method used in this research is a qualitative method with a case study approach, with the main informant of the Ketapanrame Village Head and supporting informants namely the Head of the Tourism Business Unit of BUMDesa Mutiara Welirang, the Head of the Rakasiwi Tourism Awareness Group, as well as farming communities and traders in Sumber Gempong Rice Field Tourism. The results showed that the Ketapanrame Village Head performed three main roles, namely as a community mobilizer, external liaison and collaborator between Ketapanrame Village leaders. The role of mobilizer is realized through communication strategies, the formation of Pokdarwis Rakasiwi and mobilizing the community to fill the tourism business space. The role of external liaison is carried out by cooperating with universities, government agencies, and financial institutions in the fields of training, funding, and promotion. The role of collaborator is carried out by encouraging coordination and building trust between the BUMDesa Mutiara Welirang tourism business unit and Pokdarwis Rakasiwi. In the tourism development process, the Ketapanrame Village Head faces internal and external challenges. Internal challenges include limited skills, lack of community awareness of economic opportunities and environmental hygiene, local competition, and dependence on the figure of the Ketapanrame Village Head. Meanwhile, external challenges include the sustainability of external support and the increasing competition of tourist destinations outside Ketapanrame Village.
