Abstract

Undang-Undang Cipta Kerja merupakan kebijakan berbasis omnibus law yang memicu pro dan kontra, khususnya dalam klaster ketenagakerjaan. Meskipun bertujuan meningkatkan iklim investasi dan membuka lapangan kerja, sebagian publik menilai sejumlah pasal justru merugikan pekerja karena tidak memberikan kepastian hukum. Respon atas kebijakan ini banyak disuarakan melalui media sosial yang berfungsi sebagai ruang diskursus publik terbuka dan partisipatif. Penelitian ini bertujuan menganalisis dinamika opini publik terhadap perumusan isu UU Cipta Kerja Klaster Ketenagakerjaan di media sosial X ditinjau berdasarkan analisis sentimen dan social network analysis (SNA). Metode yang digunakan adalah kuantitatif melalui analisis sentimen yang divalidasi dengan algoritma support vector machine (SVM) dan social network analysis (SNA) untuk menganalisis percakapan publik di media sosial X periode 2020-2023. Hasil analisis menunjukkan dominasi sentimen negatif, yaitu sebesar 73.16% dengan akurasi 96% pada isu pengupahan dan 69.20% sentimen negatif dengan akurasi 88% pada isu PHK. Isu yang disorot pada isu upah dengan 816 tweet dan 646 tweet pada isu PHK diantaranya meliputi: resistensi terhadap Pasal 88C dan 88D terkait formula pengupahan, penghapusan peran tripartit dalam Pasal 92, Pasal 154A, serta kritik terhadap pesangon dan skema Jaminan Kehilangan Pekerjaan. SNA mengidentifikasi aktor strategis seperti @NgilmuKantiLaku dan @jokowi, serta peran signifikan media arus utama dan kelompok sipil dalam penyebaran wacana. Temuan ini menunjukkan bahwa media sosial dapat berperan sebagai alat untuk menangkap ketidaksesuaian antara harapan publik dan substansi kebijakan dalam perumusan isu kebijakan. Oleh karena itu, pemanfaatan opini digital secara sistematis perlu didorong untuk mendukung pembentukan kebijakan ketenagakerjaan yang lebih inklusif dan berpihak pada pekerja.

The Job Creation Law, formulated under the omnibus law framework, has generated considerable controversy, particularly within the employment cluster. While the policy is intended to enhance the investment climate and expand job opportunities, segments of the public argue that several provisions undermine workers' rights and fail to ensure legal protection. Public responses to the law have been extensively articulated on social media, which now functions as a dynamic and participatory arena for public discourse. This study investigates the dynamics of public opinion related to issue formulation within the employment cluster of the Job Creation Law on social media platform X. A quantitative approach is employed, combining sentiment analysis—validated using the support vector machine (SVM) algorithm—with social network analysis (SNA) to examine user-generated conversations between 2020 and 2023. Findings reveal a predominance of negative sentiment, with 73.16% of posts expressing dissatisfaction concerning wage-related provisions and 69.20% related to layoffs. Key issues raised by the public include opposition to Articles 88C and 88D on wage-setting mechanisms, the removal of the tripartite negotiation role in Article 92, as well as concerns surrounding Article 154A, severance pay, and the Job Loss Insurance scheme. SNA further identifies influential actors such as @NgilmuKantiLaku and @jokowi, alongside the pivotal roles played by mainstream media and civil society organizations in shaping and amplifying discourse. These results highlight the potential of social media as a valuable instrument for capturing the gap between public expectations and policy content during the agenda-setting phase. Consequently, integrating digital public opinion systematically into the policy process may contribute to the development of more inclusive, responsive, and worker-oriented labor policies.
