Abstract

Kawasan Konservasi Gili Ketapang memiliki kekayaan ekosistem laut seperti terumbu karang, ikan karang, paus, dan hiu putih yang penting untuk dilindungi. Pengelolaan kawasan ini menggunakan sistem zonasi yang meliputi zona inti, zona pemanfaatan, dan zona lain sesuai fungsi masing-masing. Namun, penetapan zonasi membatasi akses masyarakat terhadap sumber daya laut yang berdampak pada penurunan pendapatan. Penelitian ini bertujuan menganalisis aset penghidupan masyarakat pesisir serta strategi penghidupan yang dilakukan masyarakat untuk beradaptasi terhadap zonasi kawasan konservasi. Pendekatan yang digunakan adalah Sustainable Livelihood dan strategi penghidupan. Metode yang digunakan dalam penelitian ini metode campuran (mixed method) tipe sequential explanatory. Hasil penelitian menunjukkan aset manusia memiliki nilai rata-rata terendah (2,1562), sedangkan aset finansial juga tergolong rendah (2,4140). Aset sosial berada pada kategori cukup baik (2,9322), sementara aset alam (3,9166) dan aset fisik (3,6406) tergolong tinggi. Nilai rata-rata total aset penghidupan masyarakat sebesar 3,0806, yang mengindikasikan aset penghidupan belum optimal. Masyarakat melakukan strategi diversifikasi dengan mencari mata pencaharian alternatif yang lebih adaptif pada sektor wisata bahari dan perikanan budidaya. Hasil temuan ini dapat menjadi dasar penyusunan rekomendasi kebijakan dan program pemberdayaan masyarakat pesisir di kawasan konservasi.

Gili Ketapang Marine Conservation Area possesses rich marine ecosystems such as coral reefs, reef fish, whales, and white sharks that are important to protect. The management of this area is implemented through a zoning system comprising core zones, utilization zones, and other zones according to their respective functions. However, the establishment of zoning restricts community access to marine resources, which impacts income reduction. This study aims to analyze the livelihood assets of coastal communities and the livelihood strategies they adopt to adapt to the conservation area’s zoning. The approach employed is the Sustainable Livelihood Framework and livelihood strategies. The research method used is a mixed-methods approach with a sequential explanatory design. The results show that human assets have the lowest average score (2.1562), while financial assets are also categorized as low (2.4140). Social assets are in the fairly good category (2.9322), whereas natural assets (3.9166) and physical assets (3.6406) are relatively high. The total average score of livelihood assets is 3.0806, indicating that livelihood assets are not yet optimal. The community adopts diversification strategies by seeking alternative livelihoods that are more adaptive in the marine tourism and aquaculture sectors. These findings can serve as a basis for formulating policy recommendations and empowerment programs for coastal communities in the conservation area.
