Abstract

Pemeliharaan trafo distribusi memainkan peran vital dalam menjaga kontinuitas dan keandalan suplai listrik kepada pelanggan. Saat ini, PLN menerapkan pendekatan pemeliharaan pola CBM yang menilai kondisi aktual trafo berdasarkan score Health Index (HI) hasil inspeksi Tier 1 dan Tier 2. Namun dalam praktiknya, proses penentuan prioritas pemeliharaan masih bergantung pada intuisi dan pengalaman individu, sehingga berisiko menimbulkan keputusan yang inkonsisten dan tidak transparan. Belum adanya mekanisme pembobotan kepentingan antar parameter HI serta relevansi indikator parameter yang digunakan juga tidak mendukung pengambilan keputusan yang valid terhadap kondisi operasional terkini. Penelitian ini bertujuan untuk mengusulkan metode penilaian HI yang lebih terstruktur dan adaptif, dengan mengintegrasikan metode Delphi dan Analytical Hierarchy Process (AHP). Melalui metode Delphi pada 3 (tiga) parameter kriteria utama diperoleh 7 (tujuh) parameter sub-kriteria. Kemudian AHP digunakan untuk menetapkan bobot kepentingan parameter yang menunjukkan bahwa parameter sub-kriteria Kebocoran Minyak Trafo memiliki bobot tertinggi (0,23) selanjutnya Suhu Body Trafo (0,20),Persentase Beban Trafo (0,15),Nilai Pentanahan (0,12),Kondisi Fisik Trafo (0,11),Usia Trafo (0,10) dan terakhir adalah Persentase Arus Netral (0,08). Hasil penerapan metode tersebut pada 253 trafo distribusi diperoleh prioritas pemeliharaan berupa ranking urutan pemeliharaan yang terbagi dalam tiga tingkatan: prioritas I (4 trafo), prioritas II (54 trafo), dan prioritas III (195 trafo).Validasi terhadap data historis gangguan trafo memperkuat keakuratan pendekatan penelitian ini, dengan ditemukannya kesesuaian antara rekomendasi prioritas dan trafo yang mengalami gangguan operasional. Temuan ini menunjukkan bahwa pendekatan berbasis pembobotan terstruktur mampu meningkatkan akurasi dan transparansi pengambilan keputusan dalam manajemen pemeliharaan aset distribusi.

The maintenance of distribution transformers plays a vital role in ensuring the continuity and reliability of electricity supply to customers. Currently, PLN adopts a Condition-Based Maintenance (CBM) approach that assesses the actual condition of transformers based on Health Index (HI) scores derived from Tier 1 and Tier 2 inspection results. However, in practice, the prioritization process for maintenance actions often relies on intuition and individual experience, which increases the risk of inconsistent and non-transparent decision-making. The absence of a structured weighting mechanism for HI parameters and the limited relevance of existing indicators to current operational conditions further hinder the validity of maintenance prioritization decisions. This study aims to propose a more structured and adaptive HI evaluation method by integrating the Delphi technique and the Analytical Hierarchy Process (AHP). The Delphi method identified three main criteria and seven sub-criteria. AHP was then employed to assign relative weights to these parameters, indicating that Transformer Oil Leakage carried the highest weight (0.23), followed by Transformer Body Temperature (0.20), Load Percentage (0.15), Grounding Value (0.12), Physical Condition (0.11), Transformer Age (0.10), and Neutral Current Percentage (0.08). Application of the model to 253 distribution transformers resulted in a ranked list of maintenance priorities, categorized into three levels: Priority I (4 transformers), Priority II (54 transformers), and Priority III (195 transformers). Validation with historical failure data confirmed the alignment between model recommendations and actual failures, indicating that this structured approach significantly improves the objectivity and accuracy of asset maintenance decisions. These findings demonstrate that a structured, weight-based approach can enhance the accuracy and transparancy of decision-making in the maintenance management of distribution assets.
