Abstract
Pemindahan Ibu Kota Negara Republik Indonesia ke Nusantara merupakan langkah strategis untuk mengatasi permasalahan yang dihadapi DKI Jakarta, seperti kemacetan, kepadatan penduduk, dan penurunan kualitas lingkungan. Penelitian ini bertujuan untuk menganalisis kelayakan investasi dan alternatif skema kerja sama pemerintah dan badan usaha (KPBU) dalam pembangunan gedung XYZ yang dirancang sebagai hunian bagi aparatur sipil negara (ASN) di IKN. Dengan proyeksi populasi yang terus meningkat, kebutuhan akan perumahan yang efisien dan berkelanjutan menjadi sangat mendesak. Di sisi lain, pembangunan besar membutuhkan biaya yang besar. Keterbatasan anggaran untuk pendanaan atau funding gap pada APBN, memerlukan alternatif skema pembiayaan KPBU. Metode penelitian ini meliputi analisis finansial dengan menghitung Net Present Value (NPV). Internal Rate of Return (IRR), Return on Invesment (ROI). Penelitian ini juga membahas batasan sensitivitas investasi dalam skema pembiayaan KPBU, serta membandingkan 3 skema lingkup proyek KPBU yaitu Design-Build-Finance-Operate-Maintenance (D-B-F-O-M), Design-Build-Finance-Maintenance (D-B-F-M), dan Design-Build-Finance-Operate (D-B-F-O). Hasilnya penelitian menunjukkan skema DBFOM merupakan pilihan investasi paling tepat bagi badan usaha pelaksana dengan nilai NPV tertinggi dibandingkan skema DBFM dan DBFO lainnya. Skema DBFOM menghasilkan AP sebesar Rp.618.716.161.027 pertahun dan NPV sebesar Rp.180.524.597.576, tingkat Internal Rate of Return (IRR) sebesar 12,94%, serta Return on Invesment (ROI) sebesar 5,21%. Selain itu, skema ini juga memberikan konstribusi positif kepada pemerintah. Dalam analisa sensitivitas perubahan biaya capex dan opex maksimal + 5%, sedangkan untuk perubahan pengurangan AP maksimal di - 4%. Dengan demikian, penelitian ini dapat mendorong pertumbuhan yang berkelanjutan dan merata di Indonesia.

The relocation of the Capital City of the Republic of Indonesia to Nusantara represents a strategic initiative aimed at addressing the challenges faced by DKI Jakarta, such as traffic congestion, population density, and declining environmental quality. This study aims to analyze the investment feasibility and alternative schemes of public-private partnership (PPP) in the development of Building XYZ, designed as housing for civil servants (ASN) in the new capital. With a continuously increasing population projection, the demand for efficient and sustainable housing has become critically urgent. Conversely, large-scale development requires substantial funding. The limitations of the budget for financing or the funding gap in the state budget necessitate alternative PPP financing schemes. The research methodology includes financial analysis through the calculation of Net Present Value (NPV). This study also examines the sensitivity limits of investments within the PPP financing scheme and compares three project scope schemes: Design-Build-Finance-Operate-Maintenance (D-B-F-O-M), Design-Build-Finance-Maintenance (D-B-F-M), and Design-Build-Finance-Operate (D-B-F-O). The research results show that the DBFOM scheme is the most appropriate investment choice for the implementing business entity, with the highest Net Present Value (NPV) compared to the DBFM and DBFO schemes. The DBFOM scheme yields an Availability Payment (AP) of Rp 618.716.161.027 and NPV of Rp.180.524.597.576, an Internal Rate of Return (IRR) of 12.94%, and a Return on Investment (ROI) of 5.21%. Additionally, this scheme provides a positive contribution to the government. In the sensitivity analysis, the maximum increase in capital expenditure (Capex) and operational expenditure (Opex) is +5%, while the maximum decrease in AP is -4%. Thus, this research can promote sustainable and equitable growth in Indonesia.
